About the position

The Chief Information Security Officer (CISO) for Cameron County is responsible for the strategic leadership of the County's information security program. This role involves directing and approving the design of security systems, ensuring that disaster recovery and business continuity plans are in place and regularly tested. The CISO will review and approve security policies, controls, and cyber incident response planning, as well as identity and access policies. In the event of breaches or incidents, the CISO will review investigations, conduct impact analyses, and make recommendations to avoid similar vulnerabilities in the future. The CISO must maintain a current understanding of the IT threat landscape within the industry and ensure compliance with changing laws and applicable regulations. This knowledge will be translated into the identification of risks and actionable plans to protect the business. The CISO will schedule periodic security audits and oversee identity and access management, ensuring that cybersecurity policies and procedures are communicated to all personnel and that compliance is enforced. In addition to managing all teams, employees, contractors, and vendors involved in IT security, the CISO will be responsible for hiring and creating an education and awareness program for Cameron County employees. This includes providing training and mentoring to security team members. The CISO will constantly update the cybersecurity strategy to leverage new technology and threat information, while monitoring the external threat environment for emerging threats and advising relevant stakeholders on appropriate courses of action. Other duties may be assigned by the Chief Technology Officer.

Responsibilities

  • Responsible for the strategic leadership of the County's information security program.

  • Approve identity and access policies.
  • Review investigations after breaches or incidents, including impact analysis and recommendations for avoiding similar vulnerabilities.
  • Maintain a current understanding of the IT threat landscape for the industry.
  • Ensure compliance with changing laws and applicable regulations.

Requirements

  • Demonstrated knowledge of Intel based computers, current Microsoft operating systems and applications.
  • Understanding of networks and topology, and cybersecurity concepts.
  • Experience with Microsoft Office products and Internet Browsers as part of daily duties.
  • Advanced skills utilizing TCP/IP protocol and network security concepts and design commensurate with Network+.
  • Working knowledge of systems such as Microsoft Exchange, Microsoft SQL, Microsoft Windows Server, Active Directory, and VMware.
  • Experience with switching and routing technologies commensurate with Cisco CCNA.
  • Ability to respond courteously, patiently, and professionally to user requests.
  • Ability to provide basic first-level technical support for users with IT related issues.
  • Management experience preferred.
  • Cisco CCNA certification or equivalent preferred.
  • Valid Texas Driver's License and good driving record required.
  • Must have and maintain a clean TCIC/NCIC records check.
  • Must pass a skills exam with a preferred score of 80% or better.
