About the position

The Chief of Acquisition, Resources, and Planning (CARP) at the National Counterintelligence & Security Center (NCSC) plays a pivotal role in leading and supporting the U.S. Government's counterintelligence and security activities. This position is critical for protecting national interests and involves extensive collaboration with various stakeholders to ensure effective resource allocation and strategic planning. The CARP will be responsible for overseeing the planning, development, and production of strategic guidance for resource allocation and investment planning, ensuring that the NCSC meets its mission requirements while improving flexibility, effectiveness, efficiency, and transparency. In this role, the CARP will advise and engage senior leadership within the Intelligence Community (IC) on resource priorities, opportunities, gaps, and interdependencies, linking resources to strategy. The position requires conducting advanced resource planning and programming to produce achievable acquisition and investment strategies, including synchronization with enterprise resource planning processes. The CARP will lead the formulation of fiscal year budget builds, manage timely delivery of budget and contract inputs, and oversee the preparation and justification of budgets while monitoring expenditures for program areas. Additionally, the CARP will conduct risk management assessments related to resources to ensure program success and oversee specific acquisition programs to meet cost, schedule, and performance requirements throughout the project lifecycle. This position also involves leading the planning and coordination of the acquisition and contracting process, improving the knowledge and skills of Directorate personnel related to budget and contracts, and serving as the Contracting Officer's Technical Representative (COTR) for contracts supporting the Mission Capabilities Directorate (MCD). The CARP will lead a team of professional staff, assess performance, collaborate on goal setting, and provide feedback on personal development.

Responsibilities

  • Lead and oversee the planning, development, and production of strategic guidance for resource allocation and investment planning.
  • Advise and engage senior IC leadership on resource priorities, opportunities, gaps, and interdependencies to link resources to strategy.
  • Communicate emerging resource issues and trends, evaluate against IC strategic elements, and make recommendations for improvements.
  • Conduct advanced resource planning and programming to produce achievable acquisition and investment strategies.
  • Lead the formulation of fiscal year budget builds and manage timely delivery of budget and contract inputs.
  • Oversee the preparation, justification, and administration of budgets and monitor expenditures for program areas.
  • Conduct risk management assessments related to resources to ensure program success.
  • Oversee specific acquisition programs to ensure they meet cost, schedule, and performance requirements.
  • Lead the planning and coordination of the acquisition and contracting process.
  • Improve the knowledge and skills of Directorate personnel related to budget and contracts.
  • Serve as COTR for contracts supporting MCD and other Center elements.
  • Lead a team of professional staff and assess performance, collaborate on goal setting, and provide feedback on personal development.

Requirements

  • Ten years of experience successfully leading resource planning and management activities of a government or private organization.
  • Expert organizational and interpersonal skills to facilitate diverse forums, manage competing priorities, and advocate new ideas/concepts/processes.
  • Expert ability to conceptualize, organize, and draw inferences from incomplete data and present a compelling analysis of findings and issues.
  • Superior communication (written and verbal) skills.
  • Superior ability to analyze, synthesize, and evaluate multiple sources of resource information.
  • Superior understanding of the organization's financial processes, including mechanisms for preparing, justifying, and administering project/program and enterprise budgets.
  • Ability to obtain COTR Level II certification and execute COTR duties within 3 months of entry on duty.
