About the position

The Chief of Staff to the Assistant Commissioner for Urban Park Service (UPS) plays a pivotal role in managing the analytical, procedural, and operational work for the Urban Park Service. This position operates under the direction of the Assistant Commissioner, allowing for significant independent judgment and initiative. The UPS is dedicated to enhancing the quality of life in the City’s parks, promoting park stewardship, collaborating with community groups and volunteers, and educating the public about park resources. The Chief of Staff will serve as a crucial liaison to various offices, including the Commissioner's Office, the Deputy Commissioner's Office, and the Diversity, Equity, Inclusion and Belonging Office (DEIB), among others. This role involves working closely with elected officials, community boards, and other constituent groups on program-related matters, ensuring effective communication and collaboration across various stakeholders. In addition to these responsibilities, the Chief of Staff will spearhead special projects, identify emerging issues, and provide strategic advice to the Assistant Commissioner. The position requires the development, implementation, and oversight of performance metrics, as well as the preparation of briefings, data compilation, report production, and project tracking. The Chief of Staff will also conduct confidential investigations as the Integrity Officer for UPS, perform field audits and inspections of UPS commands, and collaborate with the UPS Training Academy to produce and edit in-house publications. Monitoring and reporting on UPS productivity, researching, and drafting responses to public inquiries are also key components of this role. Overall, the Chief of Staff will oversee special projects as assigned, contributing to the effective management and operation of the Urban Park Service.

Responsibilities

  • Manage analytical, procedural, and operational work for Urban Park Service under the direction of the Assistant Commissioner.
  • Serve as a liaison to the Commissioner's Office, Deputy Commissioner's Office, DEIB, Communications, Marketing, Legal, Health and Safety staff, and other divisions and city agencies.
  • Work with elected officials, community boards, and other constituent groups on program-related matters.
  • Spearhead special projects, identify emerging issues, and advise the Assistant Commissioner.
  • Assist with the development, implementation, and oversight of performance metrics.
  • Prepare briefings, compile data, produce reports, and track projects.
  • Conduct confidential investigations in the capacity of Integrity Officer for UPS.
  • Perform field audits and inspections of UPS commands.
  • Work closely with the UPS Training Academy to produce, write, and edit in-house publications.
  • Monitor and prepare reports on UPS productivity.
  • Research and draft responses to public inquiries.
  • Oversee special projects as assigned.

Requirements

  • A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity.
  • An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity.
  • A four-year high school diploma or its educational equivalent and six years of satisfactory, full-time progressively responsible experience as described above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity.
  • Education and/or experience equivalent to the above, with all candidates required to possess the 18 months of administrative, managerial, executive or supervisory experience.
