About the position

The Chief of Staff position at the Administration for Children's Services (ACS) is a pivotal role aimed at enhancing the safety and well-being of children and families through effective child welfare and juvenile justice services. The selected candidate will be responsible for overseeing the Division of Prevention Services (DPS), which focuses on delivering community-based services across New York City. This division is dedicated to improving the lives of families by implementing innovative strategies and collaborating with various stakeholders to address urgent needs and high-priority goals set by ACS leadership. As Chief of Staff, the individual will report directly to the Deputy Commissioner and will play a crucial role in ensuring that the executive team remains responsive to the division's staff and its network of contracted providers. The Chief of Staff will be involved in daily operations, managing communications, and addressing any issues that arise within the division. This role requires a strong commitment to racial equity and social justice, as the Chief of Staff will help drive initiatives that promote accessibility and economic mobility for families. The Chief of Staff will also oversee contract management functions, ensuring that programs meet fiscal and programmatic requirements. This includes reviewing budgets and invoices, providing oversight, and measuring contract compliance. The ideal candidate will possess excellent Excel skills to support these functions and will be responsible for developing strategies to implement processes for contracting and data collection in partnership with various ACS divisions. In addition to these responsibilities, the Chief of Staff will prepare documents, make presentations, and facilitate meetings with key stakeholders to improve the quality of services provided to families. The role requires a deep understanding of prevention services, child welfare, and the ability to communicate effectively with diverse audiences. The Chief of Staff will represent DPS in internal and external working groups, ensuring that the division's goals align with the broader mission of ACS.

Responsibilities

  • Serve as the primary liaison with intercity agency partners and provide day-to-day supervision, guidance, and coaching for up to 5 program officers.
  • Oversee the contract management functions for a portfolio of programs, including review and approval of program and model-purveyor budgets and invoices.
  • Serve as liaison with staff, executives, senior leaders, and CEO regarding company climate, employee well-being, project updates, proposals, and planning.
  • Assist human resources with new hires, including documentation and onboarding, and collaborate to address and resolve all staff concerns.
  • Oversee daily operations in collaboration with senior leaders, managing calendars, generating correspondence, maintaining files, planning events, and scheduling facilities.
  • Serve as a subject-matter expert, handling inquiries, developing action plans, and assisting with preparation and dissemination of communications.
  • Develop a strategy to implement and follow processes for contracting, budget review, and collecting and reviewing data metrics of programs.
  • Build a strong understanding of prevention contract expectations, ACS standards for prevention service delivery, and service model fidelity.
  • Bring a racial equity and social justice lens to the work and help drive program initiatives that promote equity, accessibility, and economic mobility.
  • Prepare documents, make presentations, and facilitate goal-oriented meetings with key stakeholders to generate buy-in and improve the quality of families' experiences.
  • Represent DPS in internal and external working groups.

Requirements

  • Must be a current employee of the Administration for Children's Services.
  • A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological, environmental or social science.
  • At least two years of experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization.
