The Chief Operating Officer (COO) at South Central Family Health Center plays a pivotal role in leading the organization towards its mission of improving the quality of life for the diverse community of inner-city Los Angeles. Under the direction of the CEO, the COO is responsible for implementing, managing, and evaluating clinic activities to ensure the effective delivery of culturally and linguistically appropriate services. This position oversees the day-to-day operations of the clinics and is accountable for the overall operations of the health center(s). The COO collaborates with the executive management team to fulfill the organization's vision through the implementation of the strategic plan, ensuring that the mission, goals, and objectives of the organization and those it serves are met. In this role, the COO will work closely with the CEO to set and drive the organizational vision and operations strategy, translating these strategies into actionable steps for growth. This includes implementing organization-wide goal setting, performance management, and annual operations planning. The COO will analyze internal operations to identify areas for process enhancement and implement business strategies that align with both short- and long-term objectives developed with the CEO. Additionally, the COO will oversee company operations and employee productivity, fostering a highly inclusive culture that allows team members to thrive while meeting organizational goals. The COO is also responsible for ensuring the effective and efficient delivery of all clinic services, overseeing daily clinic operations, and managing clinical staff at various clinic sites. This includes monitoring site operations to ensure clinical productivity meets established standards and periodically reporting on progress to the CEO, CFO, and CMO. The COO will collaborate with the CMO to manage provider schedules and the appointment scheduling process, as well as consult on the development and implementation of new clinical programs and major operational modifications. Furthermore, the COO will work with the CFO to review financial, billing, and reimbursement aspects of operations, including Medi-Cal Managed care Capitation and all County and State funding programs. The role also involves participating in strategic planning and budgeting financial management, acting as a liaison with city, state, and national community clinic associations and governmental agencies. The COO will establish and oversee risk management and clinic compliance programs, ensuring timely responses to audit findings and preparing operational responses to environmental or man-made disasters and emergencies. This includes developing disaster preparation policies and procedures and necessary staff training and evaluation. The COO will maintain oversight over physical plant operations, supervise physical plant staff and contracted agencies, and work closely with other executives to develop and execute major plans that align with company-wide goals. Additionally, the COO will lead the Board of Directors in creating organizational strategic plans and negotiate with other companies regarding proposed actions, while maintaining close working relationships with various community and civic agencies.
