About the position

The Chief Operating Officer (COO) at HCRC will lead the strategy and execution of the company's growth initiatives, particularly in the federal sector. This role involves partnering with the CEO to define business development goals, manage the business development lifecycle, and oversee a team of professionals to ensure alignment with strategic objectives. The COO will also engage with key government customers and industry partners to foster innovation and respond to emerging trends.

Responsibilities

• Partner with the CEO to set and achieve ambitious business development goals.
• Perform comprehensive market and economic analysis to identify gaps and competitive threats.
• Manage all phases of the business development lifecycle across multiple pursuits.
• Oversee and mentor a team of Business Development professionals and Capture Managers.
• Identify, evaluate, and pursue high-impact business growth opportunities.
• Lead weekly pipeline reviews and operational planning sessions.
• Build and strengthen relationships with key government customers and partners.

Requirements

• Bachelor's degree with at least 15 years in Business Development.
• Minimum of 12 years leading teams in a high-growth environment.
• Demonstrated experience managing successful capture and pipeline efforts in Intel Community and DoD sectors.
• In-depth knowledge of Federal Acquisition Regulations (FAR).
• Proven ability to utilize CRM systems to manage pipeline and track opportunities.

• Technical degree or advanced degree highly preferred.
• Demonstrated success managing a pipeline valued at $5 billion or more.
• Skilled in shaping acquisitions and executing comprehensive capture plans.
