About the position

The Chief Operating Officer (COO) plays a pivotal role in leading and managing the operational aspects of the organization, ensuring alignment with the strategic vision set by the Chief Executive Officer (CEO). This position oversees various departments including Operations & Maintenance, Engineering & Construction, and Technical Services, focusing on operational effectiveness, compliance, and performance improvement. The COO is responsible for developing and implementing business strategies, managing budgets, and reporting on performance metrics to the CEO and Board of Trustees.

Responsibilities

• Prepares the annual budget and monitors performance of all budget centers.
• Directs daily operations of the Sewer District's Treatment and Collection Facilities and executes the Capital Improvement Plan (CIP).
• Develops, tracks, and reports on Key Performance Indicators (KPIs).
• Works collaboratively across departments to achieve performance targets and build cross-functional relationships.
• Oversees regulatory programs to ensure compliance and implements process improvements.
• Contributes to the development of strategic goals and objectives for the organization.
• Empowers various groups including Sustainability and Technical Services, setting targets for energy and waste reduction.
• Performs other duties as required.

Requirements

• Bachelor's degree in Civil, Mechanical or Sanitary Engineering or a closely related field.
• Ten years of experience in wastewater collection, treatment, and disposal facilities management.
• Five years of high-level administrative or executive experience in planning and directing programs.

Nice-to-haves
