About the position

The Chief Operating Officer (COO) is a pivotal role within the organization, responsible for overseeing both Financial and Human Resources Management. This position requires a collaborative approach, particularly in working with the IT Consultant to ensure that all operational aspects align with the organization's strategic goals. The COO reports directly to the President and Chief Executive Officer, providing essential support and guidance in managing the organization’s workforce and financial health. In the realm of Human Resources and Administration, the COO will take charge of recruiting and screening new employees, supporting the President/CEO in managing staff performance, and ensuring that internal controls and policies are effectively implemented. This role is crucial in fostering a positive workplace culture, promoting employee morale, and managing employee relations. The COO will also oversee the agency's insurance portfolio and ensure compliance with health and safety protocols, serving as the lead for the Health and Safety Committee. Additionally, the COO will administer compensation and benefits, ensuring that the organization remains competitive in attracting and retaining talent. On the financial side, the COO will work closely with finance consultants and the staff accountant to ensure the accuracy and quality of all financial functions, including budgeting, forecasting, and audits. This role involves preparing annual budgets and financial reports, contributing to strategic initiatives, and maintaining proper internal controls. The COO will also manage relationships with investment officers and ensure compliance with government regulations. In terms of Information Systems, the COO will provide oversight for the procurement and maintenance of all IT systems, ensuring that technology solutions effectively support the organization’s goals. This includes managing IT contractors and ensuring high-quality customer service in technology support. The COO will also be responsible for the availability and operational readiness of AV technology for meetings, as well as overseeing training and documentation related to technology use.

Responsibilities

  • Recruit and screen new employees.
  • Support the President/CEO in managing, assessing, guiding, and disciplining staff including managers and directors.
  • Oversee and ensure appropriate internal controls and policies.
  • Lead and support annual goal setting and evaluation processes.
  • Manage employee relations and staff performance issues as necessary.
  • Promote positive employee relations and foster a positive workplace culture.
  • Manage and oversee the agency's insurance portfolio.
  • Maintain a culture of compliance within the organization, including oversight and implementation of staff training.
  • Actively seek professional development and growth opportunities for staff.
  • Assist with compliance and litigation issues, supporting agency-wide CARF compliance.
  • Oversee day-to-day HR maintenance including personnel files and attendance records.
  • Serve as staff liaison for the human resources committee and finance committee.
  • Administer compensation and benefits administration, ensuring a competitive benefits package.
  • Monitor staff attendance and sick/vacation day usage.
  • Assist with initiatives related to employee safety, wellness, and health.
  • Administer all disciplinary actions in coordination with the employee's supervisor.
  • Ensure compliance with Health and Safety protocols and lead the Health and Safety Committee.
  • Work with finance consultants and staff accountant to ensure quality and accuracy of finance and accounting functions.
  • Ensure accuracy and timely delivery of financial reports to staff, board, and stakeholders.
  • Oversee the preparation of annual and department budgets and financial reports.
  • Contribute proactively to strategic initiatives related to budgets, forecasting, and expense control.
  • Ensure proper internal controls are in place, consulting closely with consultants and auditors.
  • Provide oversight to the finance committee and manage relationships with investment officers.
  • Provide oversight for the monitoring, maintenance, and procurement of all information technology systems, hardware, and software.
  • Ensure AV technology is available, set up, and operational for meetings as needed.
  • Provide strategy and oversight for technology-related documentation, training, and classes.
  • Supervise and manage IT contractors, ensuring IT systems support organizational work effectively.

Requirements

  • A bachelor's degree or equivalent experience is required.
  • An accounting background with a minimum of five years of accounting experience is required.
  • A self-starter and goal-oriented individual able to set objectives and formulate plans.
  • A motivated collaborator and strategic thinker who can engage and inspire fellow executives and volunteer leaders.
  • Outstanding written and verbal communication skills are essential.
  • Ability to develop goals, objectives, action plans, and track progress is necessary.
  • Good understanding of current A-V and IT technology is required.
  • Minimum of 5 years' experience in hiring, managing, directing, guiding, and disciplining a workforce in a service industry.
  • Strong interpersonal and communication skills to work effectively with a diverse community.
  • Knowledge of Microsoft Office is required.

Nice-to-haves

  • Experience with government regulations such as CFR 200.
