About the position

The Chief Operating Officer (COO) for the Division of Workforce Solutions at the North Carolina Department of Commerce is responsible for providing operational leadership and oversight of key administrative functions. This role involves supervising field staff, managing finance, IT, and HR operations, and collaborating with various stakeholders to enhance workforce development initiatives across the state. The COO plays a strategic role in planning and directing operational activities to meet the division's goals and objectives, ensuring compliance with federal and state regulations.

Responsibilities

• Provide day-to-day operational leadership for the Division of Workforce Solutions.
• Supervise field staff operations throughout the state.
• Oversee key administrative functions including Finance, Information Technology, and Human Resources.
• Collaborate with the leadership team on strategic planning and operational activities.
• Develop and implement operational controls, administrative procedures, and people systems.
• Work closely with external stakeholders including the Secretary of Commerce and local workforce development boards.

Requirements

• Bachelor's degree from an accredited institution.
• Three years of program experience in the area of assignment, including two years of managerial experience.
• Considerable specialized knowledge of federally funded state workforce programs, budget management, and personnel management.
• Demonstrated skills in leadership, strategic planning, change management, and organizational development.
• Ability to interpret federal/state legislation and establish state-level policy guidance.
• Excellent oral and written communication skills.

• Experience in economic and community development programs.
