About the position

The City and County of Denver is seeking an experienced and visionary leader to serve as Chief Operating Officer (COO) for the Denver Economic Development and Opportunity (DEDO). The COO will oversee the operational and financial functions of DEDO, including contracting, finance and accounting, compliance, and administrative services. This executive level management position will be a dynamic strategic partner in the direction and leadership of DEDO's business lines and executive management team. The position requires a commitment to operational excellence, diversity, and inclusion, ensuring alignment with DEDO's mission and goals.

Responsibilities

  • Oversee DEDO's finance, accounting, and federal compliance functions.
  • Lead administrative and operational processes, including office management and emergency planning.
  • Develop, refine, and implement standardized processes for contracting and procurement.
  • Drive organizational design and change management initiatives.
  • Oversee DEDO's financial operations, including budgeting and compliance with federal and state grant requirements.
  • Provide strategic insights into financial and operational decision-making.
  • Collaborate with the executive director to align operational strategies with DEDO's mission.
  • Create reporting functionality and utilize data-driven decision-making.
  • Recruit, mentor, and lead a high-performing team in finance, operations, and compliance.
  • Advocate for economic development initiatives that promote equity and inclusion.
  • Serve as a liaison between DEDO and various stakeholders.

Requirements

  • Bachelor's Degree in public administration, business administration, organizational leadership, or a related field.
  • Five (5) years of leadership experience, including director-level management responsibilities.
  • One (1) year of management experience must include budget and fiscal oversight responsibility.
  • Experience with federal grants (e.g., CDBG, WIOA, ARPA).
  • Strong financial management and strategic planning skills.
  • Proven track record of promoting equity and inclusion in organizational practices.
  • Experience in implementing process improvements.

  • Experience in government or non-profit organizations.
  • Strong communication skills to convey complex ideas to diverse audiences.
