About the position

The Chief People Officer (CPO) for the Colorado Department of Human Services (CDHS) will play a pivotal role in leading and promoting the state's behavioral health priorities and efforts across various agencies. This position is responsible for overseeing the Behavioral Health Administration (BHA), which is tasked with creating shared goals, improving collaboration, and driving accountability and transparency in the public behavioral health system. The CPO will ensure that the recommendations from the Behavioral Health Task Force are honored and implemented, aiming to establish a comprehensive, equitable, and effective continuum of behavioral health services that meets the needs of all Coloradans. In this role, the CPO will plan, direct, and supervise all activities related to Human Resources, including workforce strategies, employee benefits, employee and labor relations, employee engagement, and retention. The CPO will develop, implement, and control HR programs to ensure cost-effectiveness, market competitiveness, and internal equity among employees. Leadership will be provided to team members to ensure high-quality policies and procedures are produced and delivered. The CPO will establish procedures, standards, and expectations, monitor performance, and foster a culture of accountability within the organization. The CPO will also be responsible for developing and implementing a comprehensive organizational development strategy that aligns with the agency's overall business goals. This includes partnering with senior leaders to identify and address organizational development needs, designing programs that support employee development, and leading cultural transformation initiatives. The CPO will act as a business consultant, advising the executive leadership team on human resource activities and ensuring compliance with established policies and procedures. Additionally, the CPO will contribute to the development and implementation of the Administration's strategic goals and objectives, oversee the HR budget, and ensure that the administration meets its performance goals. The position requires frequent travel for site visits within Colorado and may involve overnight travel. The CPO will work in a hybrid environment, maintaining a home office while also being present at the office as needed.

Responsibilities

  • Plan, direct, and supervise all activities relating to Human Resources, including workforce strategies and employee benefits.
  • Develop, implement, and control HR programs to ensure cost-effectiveness and market competitiveness.
  • Provide leadership to team members to ensure high-quality policies and procedures are produced and delivered.
  • Establish procedures, standards, and expectations and monitor performance; foster a culture of accountability.
  • Ensure all teams follow processes consistently across the Administration and teams.
  • Develop, evaluate, maintain, and update BHA guidelines, policies, and procedures in conjunction with all HR functions.
  • Oversee and manage projects to ensure completion and timely responses to questions.
  • Create team goals, monitor progress, and resolve conflicts effectively.
  • Maintain knowledge of existing and proposed federal and state laws affecting human resource management.
  • Encourage direct reports to leverage technology for streamlined processes and performance metrics.

Requirements

  • Ten (10) years of relevant experience in a human resources department, with two (2) years in public or business administration.
  • A combination of related education in Human Resources, Business Administration, or a closely related field and relevant experience equal to ten (10) years, including two (2) years in public or business administration.
