About the position

The Chief People Officer (CPO) at Utah Transit Authority (UTA) is a pivotal role within the executive leadership team, responsible for shaping the strategic direction of the organization with a focus on maximizing employee potential in a service-oriented industry. The CPO will design and implement policies, initiatives, systems, and processes that align with UTA's mission, vision, strategic goals, and values. This role encompasses a wide range of responsibilities, including overseeing workforce policies and processes that facilitate the attraction, recruitment, selection, development, onboarding, and engagement of employees. The CPO will also be responsible for enhancing employee satisfaction, fostering a positive organizational culture, and managing succession planning, rewards, and separations. Additionally, the CPO will oversee UTA's labor relations strategy and the management of the Collective Bargaining Agreement, ensuring compliance with employment laws and regulations. The ideal candidate will possess a strong background in human resources, with at least ten years of progressive experience in core HR areas, including five years in a leadership role and a minimum of three years at a senior level. The CPO will need to demonstrate a solid understanding of HR functions such as recruitment, onboarding, employee relations, and labor relations, particularly in a unionized environment. The role requires proficiency in HR Information Systems and HR analytics tools, as well as the ability to design and implement HR initiatives that align with the agency's strategic objectives. The CPO will also serve as UTA's Equal Employment Officer (EEO), ensuring that the organization adheres to all relevant employment laws and promotes a diverse and inclusive workplace.

Responsibilities

  • Lead the People Office and participate in the executive leadership team to shape UTA's strategic direction.
  • Design and implement policies and initiatives that align with UTA's mission and values.
  • Oversee workforce policies and processes related to recruitment, selection, onboarding, and employee development.
  • Enhance employee satisfaction and engagement through effective organizational culture initiatives.
  • Manage succession planning, rewards, and separations within the organization.
  • Oversee labor relations strategy and management of the Collective Bargaining Agreement.
  • Serve as UTA's Equal Employment Officer (EEO) and ensure compliance with employment laws.

Requirements

  • Bachelor's Degree in Business Administration, Public Administration, Human Resources, Organizational Development, or related field; Master's degree preferred.
  • Ten years of progressive experience in core areas of Human Resources, with five years in a leadership role and a minimum of three years at a senior level.
  • Working knowledge of recruiting, retention, benefits, and employee/labor relations.
  • Experience leading and implementing HR functions in a unionized environment.
  • Experience managing labor relations and negotiating Collective Bargaining Agreements preferred.
  • Strong understanding of HR functions such as recruitment, onboarding, employee relations, and training programs.
  • Proficient in HR Information Systems and HR analytic tools.
  • Strong knowledge of HR policies, employment, and compliance laws.
