About the position

As a Chief Systems Engineer - Intel & Cyber at L3Harris, you will play a pivotal role in leading the technical development of RF and SATCOM-based communications systems and infrastructure. This position involves the implementation of projects that focus on the development and fielding of ruggedized and transportable communications solutions. You will be responsible for establishing and executing a long-term technical roadmap that includes innovative strategies to enhance product and infrastructure performance. Your expertise will be crucial in system concept development, design development, testing, and the fielding of operational systems and networks. In this role, you will engage in system architectural definition and development, preparing Critical Design Review (CDR) documentation and other technical documentation that comprise each project's Technical Data Package (TDP) for delivery to customers. You will oversee ground system development and implementation, which includes integrating, testing, delivering, installing, and providing customer/user training and sustaining engineering support. Your work will also involve system design and development within both Linux and Windows environments, as well as the test and characterization of communications systems in a laboratory setting. You will be tasked with the integration and field testing of communication solutions into larger systems (networks) and will be responsible for establishing and maintaining strong working relationships with a diverse set of customers, both internal and external. Eliciting requirements from customers and other technical community stakeholders will be a key part of your responsibilities, along with developing CONOPS that include system/subsystem-level sequence diagrams, user cases, and user stories. You will also work with configuration management tool sets such as Atlassian Jira and Confluence, supporting Business Area leadership with various ongoing projects and system modeling and innovation efforts. Travel may be required up to 10% of the time, and you will be expected to perform other duties as assigned.

Responsibilities

  • Lead the technical development of RF and SATCOM-based communications systems and infrastructure.
  • Establish and execute a long-term technical roadmap including innovation to improve product and infrastructure performance.
  • Oversee system concept development, design development, testing, and fielding of operational systems and networks.
  • Define system architecture and prepare CDRL documentation and other technical documentation for project delivery.
  • Manage ground system development and implementation, including integration, testing, delivery, installation, and customer/user training.
  • Conduct system design and development within Linux & Windows environments.
  • Test and characterize communications systems within a laboratory environment.
  • Integrate and field test communication solutions into larger systems (networks).
  • Establish and maintain solid working relationships with diverse customers.
  • Elicit requirements from customers and technical community stakeholders.
  • Develop CONOPS including system/subsystem-level sequence diagrams, user cases, and user stories.
  • Utilize CM tool sets (Atlassian Jira, Confluence) to support project management.
  • Support Business Area leadership with ongoing projects and system modeling and innovation efforts.

Requirements

  • Bachelor's Degree and minimum 9 years of prior relevant experience, or a Graduate Degree with a minimum of 7 years of prior related experience, or in lieu of a degree, a minimum of 13 years of prior related experience.
  • Active Secret Security Clearance.

Nice-to-haves

  • Active Top Secret Clearance.
  • Coursework and/or experience in systems engineering, systems architecture, systems analysis and design, system performance modeling, integration and/or project management, and/or model-based systems engineering.
  • Experience/familiarity with antenna measurements.
  • Experience in wireless system design and architecture, system integration, test, debugging and defect analysis, mitigation, and resolution.
  • Experience with RF lab equipment including power meters, spectrum analyzers, vector signal generators.
  • Experience with system modeling and simulation software.
  • Experience with embedded programming, with Python as a plus.
  • Experience with development programs using Agile and/or Agile SAFe methodology.
  • Experience with Model Based Systems Engineering (MBSE) using tools such as MagicDraw/Cameo System Modelor, JAMA, DOORS, Enterprise Architect, Rhapsody, and other RM/PLM tools.
  • Experience on projects/programs involving the Iridium Space-based Cellular Network.
  • Experience on projects/programs involving Starlink and/or other P-Leo constellations.
  • Familiarity with one or more source code repository tools.
