About the position

The Chief Technology Officer and Director for Software (CTO-DS) at NSF's NOIRLab will provide senior technical leadership and management for software engineering, scientific computing, and data management systems. This role involves establishing a new Data Management and Software (DMS) division, ensuring the delivery of high-quality software and data management solutions, and promoting a culture of diversity and inclusion within the organization. The CTO-DS will work closely with NOIRLab leadership to align the DMS with the scientific and programmatic goals of the organization, while also overseeing the recruitment and professional development of staff.

Responsibilities

  • Lead the design and implementation of the Data Management and Software (DMS) division.
  • Formulate an organizational structure for functional and technical management of software engineering staff.
  • Develop a plan for reorganizing NOIRLab IT to support modern scientific software and data management systems.
  • Manage the transition of software engineering staff into the DMS organization.
  • Serve as the overall technical leader for software engineering, data management, and scientific computing systems across NOIRLab.
  • Implement and oversee a system for prioritization, project definition, and tracking of software and data management activities.
  • Establish best practices for software development and operation within NOIRLab.
  • Lead recruitment, retention, and professional development of data management and software engineering staff.
  • Promote a culture of respect, inclusion, diversity, and continuous improvement within DMS.

Requirements

  • Bachelor's degree in computer science or related field.
  • 10+ years of experience leading software projects and teams, including personnel management and mentoring.
  • Generalist knowledge of software engineering, computing, and data management practices.
  • Strong communication skills in English, both written and verbal.
  • Ability to lead diverse teams and foster diversity in the workforce.
  • Experience in developing and administering business and operations plans.

  • Experience leading organizational change.
  • Bilingual in English and Spanish, or willingness to learn Spanish.
