The Chief Technology Officer/Chief Data Officer (CTO/CDO) at the Transportation Security Administration (TSA) plays a pivotal role in shaping the agency's information technology strategy and overseeing the integration of emerging technologies. This position is critical in ensuring that TSA's technological resources align with operational needs and support the agency's mission to secure transportation systems across the United States. The CTO/CDO is responsible for leading initiatives in enterprise architecture, data management, analytics, and artificial intelligence, providing innovative leadership that impacts the entire agency. The CTO/CDO collaborates with executive teams to implement technology strategies that enhance operational efficiency and effectiveness, ensuring that security professionals have access to timely and actionable information through advanced technology systems. In this high-stakes environment, the CTO/CDO will oversee the development and execution of major technology change management initiatives that directly support TSA's intelligence and vetting requirements. This role requires a deep understanding of current information technology methods and the ability to manage large, complex technology programs critical to providing mission-essential services. The CTO/CDO will also lead efforts to promote the advancement of IT within TSA, driving the use of technology and the evolution of best practices through collaboration and knowledge sharing with senior management, partners, customers, and stakeholders. The position is part of the TSA Leadership Succession and Development Program, with an initial tour of duty typically lasting 36 months, and the possibility of extensions based on agency needs. The CTO/CDO will be expected to provide day-to-day executive leadership and operational oversight, ensuring that TSA's technology strategy is effectively implemented and aligned with the agency's goals and objectives.

Responsibilities

• Provide day-to-day executive leadership and operational oversight to Enterprise Architecture, Analytics, Data Science, and Artificial Intelligence.
• Exercise broad authority and responsibility for technology and data management policies, strategic planning, technology implementation, and technical governance.
• Work closely with the Assistant Administrator/CIO and Deputy Assistant Administrator/DCIO to define, plan, direct, and manage TSA's technical requirements, goals, and objectives.
• Lead collaboration efforts across TSA offices to enable education around technology and ensure adherence to appropriate policies and practices.
• Outline TSA's technological vision, implement technology strategies, and ensure alignment with operational needs.
• Oversee the development and execution of major programmatic and technology change management initiatives.
• Lead internal and external agency, Cross-Departmental, strategic initiatives and policy alignment related to TSA's security mission.
• Promote the advancement of IT within TSA to drive the use of technology and identify technology trends that support the TSA mission.

Requirements

• U.S. Citizenship is required.
• Must complete a favorable Tier 5 Background Investigation (T5).
• Must pass Drug Screening and be subject to random drug tests.
• Requires a TS/SCI (Top Secret/Sensitive Compartmented Information) clearance prior to appointment.
• Must be able to obtain and maintain a TS/SCI clearance.
• Disclosure of financial information is required.
