About the position

The Chief Technology Officer (CTO) for the City of Oklahoma City is responsible for driving technology strategies and overseeing the implementation of the city's information technology infrastructure. This role involves standardizing and enhancing operational efficiency across various systems and applications, ensuring that enterprise systems are integrated, scalable, and secure. The CTO will lead technology teams, manage projects, and collaborate with executive leadership to align technology initiatives with organizational goals.

Responsibilities

  • Identifies and develops technology strategies and roadmaps that align with overall goals and objectives.
  • Directs the development of principles, procedures, and standards necessary for execution of an integrated citywide information system.
  • Implements technology solutions that enhance operational efficiency and improve client experience.
  • Oversees the management of technology projects, ensuring that they are completed on time, within budget, and to the satisfaction of stakeholders.
  • Ensures project risks are identified and mitigated, and resources are allocated appropriately.
  • Develops division goals and objectives.
  • Conducts management activities such as preparation of administrative reports, financial budgets, personnel recruiting and training, and monitoring of various contracts for hardware and software.
  • Develops and enforces policies and procedures to ensure data security and privacy, availability and integrity of systems, and compliance with industry regulations and standards.
  • Evaluates existing and emerging technology to determine the impact on organizational goals and to improve the City's approach to technology.
  • Implements disaster recovery plans, business continuity strategies, and cybersecurity measures to mitigate risks and protect critical infrastructure and technology systems.
  • Collaborates with executive leadership, department heads, stakeholders, vendors, and outside agencies to exchange information and technical assistance regarding divisional activities, and to develop technology solutions.
  • Manages and leads technology teams, provides technical guidance, supervision, and mentorship to managers of respective divisional disciplines.

Requirements

  • Ten (10) years' of progressively responsible experience in technology leadership roles.
  • Bachelor's degree or higher in Computer Science, Information Technology, or a related field, substituting four (4) years of experience in the stated fields for each year of education required.
