About the position

The Chief Technology Officer (CTO) for the State of Utah is a pivotal leadership role tasked with overseeing enterprise architecture, spearheading digital government initiatives, and driving innovation across the state's technology landscape. In this capacity, the CTO will provide essential technical guidance and support to the Chief Information Officer (CIO) while leading a team of skilled professionals dedicated to enhancing the state's technological capabilities. The CTO will play a crucial role in shaping the technology landscape, ensuring the delivery of efficient, secure, and citizen-centric services across various state government agencies. As the CTO, you will be responsible for developing and implementing the state's technology strategy and standards, ensuring alignment with the state's overarching business goals and priorities. This includes evaluating and adopting new technologies that can enhance the state's services, operations, and security. You will also be tasked with communicating the state's technology vision and achievements to both internal and external stakeholders, fostering a culture of innovation and collaboration. The position is primarily office-based, located at the Taylorsville State Office Building, with some telecommuting options available. The ideal candidate will possess proven experience in a technology leadership role within a large and complex organization, demonstrating a strong background in enterprise product management, enterprise architecture, digital transformation, and innovation management. Excellent communication, leadership, and organizational skills are essential, along with a deep understanding of current technological trends and public sector challenges. As a hands-on strategic leader, you will work closely with department leadership to drive enterprise projects forward and ensure successful completion.

Responsibilities

  • Define the technology strategy, vision, and roadmap.
  • Develop a strategy for the implementation of new technology products in support of statewide business objectives.
  • Develop processes to ensure compliance with relevant regulations, policies, and security standards in product management practices.
  • Develop and implement governance frameworks to mitigate risks, maintain data privacy, and protect sensitive information.
  • Develop and maintain a comprehensive enterprise architecture strategy that aligns with the state's business goals and objectives.
  • Evolve the architecture to support technology platforms and guidance on how to build them.
  • Define and enforce architecture principles, standards, and guidelines to ensure consistency, interoperability, and scalability across state agencies.
  • Collaborate with agency leaders to assess technology needs and develop enterprise-wide solutions that optimize resource utilization and enhance service delivery.
  • Drive digital transformation initiatives to modernize government services, enhance citizen engagement, and improve operational efficiency.
  • Lead the development and implementation of digital strategies, leveraging emerging technologies and best practices.
  • Collaborate with agency partners to identify opportunities for process automation, data analytics, and citizen-centric service design.
  • Identify emerging technologies that would help the state deliver our strategic vision.
  • Stay abreast of industry trends, emerging technologies, and innovative solutions relevant to government operations.
  • Lead technology innovation to explore how emerging technologies can transform the business.
  • Foster a culture of innovation, encouraging experimentation and identifying opportunities for technology-driven improvements.
  • Evaluate new technologies, conduct proofs-of-concept, and provide recommendations for adoption, ensuring alignment with the state's strategic objectives.
  • Collaborate closely with the CIO, offering technical expertise, guidance, and insights to support decision-making and policy development.
  • Foster strong relationships with agency leaders, technology partners, and vendors to drive collaboration, knowledge sharing, and effective resource utilization.
  • Assess and identify potential risks of implementing new and emerging technologies, and determine how to mitigate them.
  • Serve as a technical advisor to executive leadership, providing recommendations on technology investments, risk management, and compliance.

Requirements

  • Proven experience in a technology leadership role or similar leadership role in a large and complex organization.
  • Strong background in enterprise product management, enterprise architecture, digital transformation, and innovation management.
  • Excellent communication, leadership, and organizational skills.
  • Well-versed in current technological trends and familiar with a variety of business concepts and public sector challenges.
  • Hands-on strategic leader capable of working with department leadership to drive enterprise projects forward.
