About the position

The Chief Technology Officer's role is to align technology vision with business strategy by integrating company processes with the appropriate technologies. The Chief Technology Officer (CTO) is also responsible for all aspects of developing and implementing technology initiatives within the organization. This individual maintains existing enterprise systems, while providing direction in all technology related issues in support of information operations and core company values. The CTO is responsible for proactive management of technical resources and personnel to provide designated services in a reliable and cost-effective manner. Generally, the hiring range is $139,002-$173,752 annually. Qualifications, education and experience as it relates to the position will be taken into consideration when determining hiring salary.

Responsibilities

  • Participate as a member of the senior management team in governance processes of the organization's architecture, telecommunications, networks, programming, media, and desktops.
  • Lead strategic technological planning to achieve business goals by prioritizing technology initiatives and coordinating the evaluation, deployment, and management of current and future technologies.
  • Align technical vision with business strategy and responsible for all aspects of the development, implementation, and efficiency of a growing IT infrastructure.
  • Clearly communicate to executive leadership, peers and team-members the business value of IT Operation's investments.
  • Conduct research to remain up-to-date and knowledgeable regarding industry trends and emerging technologies in anticipation of new business processes and system alterations.
  • Provides strategic and tactical planning of the organization Telephony and Network Communication solutions.
  • Defines functional priorities and balances resources to ensure critical business projects are delivered while maintaining a high level of ongoing IT support to internal and external customers.
  • Develop and maintain an efficient IT Operations organization structure supporting the requirements of the business and IT strategies.
  • Develop, implement and ensure compliance to IT Operation's policies, standards, procedures.
  • Research, analyze and evaluate advanced technologies to address evolving business needs and changing requirements.
  • Allocates resources based on project prioritization and business objectives.
  • Ensure continuous delivery of world-class IT services through oversight of service level agreements and monitoring of IT systems and network performance.
  • Direct development and execution of a disaster recovery plan.
  • Coordinates, participates in, and maintains, the District Attorney's Office business continuance plans and ensures newly deployed systems and networks are addressed with respect to business continuance.
  • Manages and provides responsible budget controls to effectively manage IT capital investments and operating performance.
  • Serves as Program manager over the District Attorney's Office IT initiatives.
  • Assembles and reports metrics associated with the current and historical performance of the computing environment and the effectiveness of service delivery.
  • Establish and maintain grants in support of funding technology initiatives such as Software development, Infrastructure management and Cyber Security.
  • Performs other duties as assigned.

Requirements

  • Generally, a bachelor's degree in Computer Science, Management Information Systems, or a closely related field. Master's degree is preferred.
  • Ten (10) years' experience in Cyber Security, Systems Administration, Database Administration, and/or Networking, including Voice and Data Telecommunications.
  • Ten (10) years' experience in Systems Analysis and design, Application Administration, Business Intelligence, implementation of large complex applications and familiarity with SASS and Cloud strategies.
  • Experience with MS365 platform capabilities such as SharePoint, Teams, Power Platform and Exchange.
  • Sufficient experience, especially in managing a complex, distributed operational environment, may be substituted for a degree.
  • Ten (10) years of supervisory, management, and project management experience, managing the work efforts of multiple teams is required.
  • Experience in local government is highly desirable.
