About the position

As a Chief Technology Officer (CTO) with the Office of Management and Enterprise Services (OMES), you will play a pivotal role in driving innovation and overseeing the development and implementation of new systems that align with the agency's business goals. This position is crucial for supporting the Oklahoma Department of Mental Health and ensuring that the agency's technological resources are effectively utilized. You will be responsible for developing and implementing a comprehensive technology strategy that aligns with the agency's objectives, identifying opportunities for innovation and growth, and maintaining a thorough understanding of the system infrastructure, application portfolio, IT budget, security standards, and regulatory requirements. In this role, you will oversee all aspects of technology development and implementation, including product design, software development, infrastructure, and architecture. You will partner with OMES security to ensure that all systems are secure and compliant with regulations, following industry best practices regarding data security and privacy. Additionally, you will be tasked with identifying and assessing new technologies that could enhance company performance, drive operational efficiency, and improve the customer experience. Vendor and partner management will also be a key responsibility, as you will establish and maintain relationships with external technology vendors and service providers to ensure the best solutions for the agency. You will manage the technology budget, ensuring cost-effective solutions and efficient resource allocation while proactively managing technology risks, including cybersecurity threats. Collaboration with other departments is essential to understand their needs and ensure that technology solutions effectively support the overall business strategy. Finally, you will communicate the technology strategy to the agency, keeping stakeholders informed about technological progress and milestones.

Responsibilities

  • Develop and implement agency technology strategy, aligning it with business objectives and identifying opportunities for innovation and growth.
  • Oversee all aspects of technology development and implementation, including product design, software development, infrastructure, and architecture.
  • Partner with OMES security to ensure that systems are secure, compliant with regulations, and follow industry best practices regarding data security and privacy.
  • Identify and assess new technologies that could improve company performance, drive operational efficiency, and enhance the customer experience.
  • Establish and maintain relationships with external technology vendors, partners, and service providers to ensure the best solutions for the company.
  • Manage the technology budget, ensuring cost-effective solutions and efficient use of resources.
  • Proactively manage technology risks, including cybersecurity threats, and establish disaster recovery and business continuity plans.
  • Work closely with other departments to understand their needs and ensure that technology solutions are effectively supporting the overall business strategy.
  • Communicate technology strategy to the agency, keeping them informed about technological progress and milestones.

Requirements

  • Seven years of experience in computer or network operations, production control, programming or computer analysis, including five years in a supervisory, team leader or project manager capacity.
  • An equivalent combination of education and experience, substituting 12 semester hours in computer science or management information systems course work for each year of the required non-supervisory, leadership or management experience, with no substitution permitted for the required five years of professional supervisory, team leader or project management experience.
  • Ability to design and implement new programs and processes.
  • Ability to evaluate and anticipate the effect of change before implementation and respond appropriately to unexpected outcomes.
  • Ability to work with a range of technical staff to develop joint solutions in project and ongoing support situations.
  • Ability to achieve efficiencies through workflow improvement.
  • Ability to communicate technology into business terms with customers at all levels.
  • Proficiency with Microsoft Word, Excel, and PowerPoint.
  • Skilled in team building, coaching and mentoring.
  • Skilled at effectively communicating and promoting the department's goals and objectives and how they fit into the mission and vision of the agency.

Nice-to-haves

  • Previous work experience as a Chief Technology Officer or another similar leadership role.
  • Project management experience preferred.
  • Knowledge of information security preferred.
