About the position

The Chief Technology Officer (CTO) for Chesterfield County Public Schools is responsible for providing leadership in identifying, assessing, and managing the technology needs of the school system. This role involves direct collaboration with the Superintendent and other division leaders to ensure comprehensive integration of technology into all operations. The CTO will contribute to the infusion of technology into schools and district offices by offering professional leadership in technology planning and resource management. The position oversees a user-oriented technology department that includes technology integration, networking, computer purchase and maintenance, business systems management, and database services. The CTO operates under broad departmental policies and established objectives, requiring considerable personal responsibility and judgment in decision-making that impacts the entire school system. Essential functions of the role include managing daily operations, policy and budget development for the technology department, and collaborating with the Superintendent and Cabinet members to make informed decisions. The CTO will lead district initiatives that improve teaching and learning, finance, and human resource management. This position also involves managing human resource tasks, including hiring and evaluations, and directing professional and technical personnel. The CTO participates in strategic planning and manages the development and implementation of the division-wide technology plan, ensuring that technology is effectively integrated into schools and that all technology purchases are approved. The CTO is responsible for information security in both on-premise and cloud environments, overseeing the planning for the use and maintenance of computers and peripherals, and providing leadership in the development of specifications for network systems. The role includes administering the Student Information System (SIS), managing the district's E-Rate application, and providing support for legal and safety issues involving technology. The CTO also oversees attendance record-keeping activities, grade reporting, and state reporting based on SIS, as well as managing voice services and school video security systems. The position requires keeping abreast of technological changes and reviewing district-wide system enhancement requests. The CTO manages an operational budget exceeding $3.5 million and oversees state and federal grants totaling over $2 million, along with capital improvement funds for computer replacements. The role requires preparing clear and concise reports and delivering effective presentations to various audiences, including the School Board. The CTO will maintain contacts with various stakeholders, including department managers, the Superintendent, and school principals, to ensure effective communication and collaboration across the district.

Responsibilities

  • Oversee the bid or request for proposal procedures for District technology purchases.
  • Administer and monitor the Student Information System (SIS) and other technology applications.
  • Provide support for legal and safety issues involving technology.
  • Direct attendance record keeping, grade reporting, and state reporting based on SIS.
  • Manage voice services including telephone, cellular, and intercom systems.
  • Provide leadership in technology planning for school construction projects.
  • Keep abreast of technological changes and analyze district-wide system enhancement requests.

Requirements

  • Bachelor's degree in information technology, technology management, or a related field preferred.
  • Advanced degree or relevant certifications preferred.
  • Considerable knowledge of technology practices and models of service delivery within a school division environment.
  • Considerable knowledge of networking, computer technology, data management, public procurement, and State and Federal school laws, especially student data privacy.
  • Considerable knowledge of project management techniques, supervisory practices, and budget management.
  • Demonstrated ability in long-range technology planning and program administration.
  • Demonstrated ability to direct professional staff members and manage multiple assignments with critical deadlines.
  • Demonstrated ability to understand and define problems, prioritize tasks, and apply problem-solving techniques to complex educational issues.
  • Demonstrated ability to present complex technical material to various audiences and communicate effectively, both orally and in writing.
