About the position

This is a non-merit position with the Iowa Health & Human Services. The HHS, Division of Family Well-Being and Protection, is seeking an executive leader with primary responsibilities to the Child Protective Services team, which also involves significant, but limited, tasks with other teams within the Division. This position provides operation and business process oversight and support for the Operations team, which includes direct management of the Bureau of Quality Improvement, Bureau of Service Support and Training, Centralized Service Intake Unit (CSIU), IVE Eligibility Determination Unit, and the Interstate Compact for the Placement of Children (ICPC) and the Interstate Compact for Juveniles (ICJ). The CPS Operations Manager serves on the Health and Human Services (HHS) Family Well-Being (FWB) management team, working collaboratively with colleagues who oversee policy development, practice, and strategies related to Child Welfare. The role requires establishing a strategic plan for cross-system support, training, and improvement that aligns with the overall HHS mission. The CPS Operations Manager will work collaboratively in developing the planning, implementation, and evaluation of programs, policies, training, and practice to foster an innovative and efficient culture, best practices, and effective service delivery to meet agency objectives. This position will work closely with the senior leadership team to develop plans and specific activities to achieve the vision, mission, and goals of FWB and Child Protective Services. The CPS Operations Manager will advise the CPS Director on effective and efficient resource utilization and provide recommendations based on data-driven analytics. As part of the leadership team within the Family Well-Being and Protection (FWB&P) Division, this position reports directly to the Child Protective Services Director. The CPS Operations Manager is responsible for the efficient and effective provision of social service programs for some of Iowa's most vulnerable citizens. This includes oversight and management for the bureau chiefs over four distinct areas of work, as well as capacity and oversight of special projects critical to the CPS system. The position contributes to policy development, budget management, and priority setting, and works in close collaboration with other Directors within the Family Well-being and Protection Division to implement innovative system-wide HHS reforms and develop strategic, metric-driven operational plans to implement these reforms. The CPS Operations Manager represents the Department in internal and public meetings and confers with the Department's Executive team members and other stakeholders to discuss issues, coordinate implementation activities, and resolve problems.

Responsibilities

  • Provide operation and business process oversight and support for the Operations team.

Requirements

  • Bachelor's degree from an accredited college or university.
  • Seven years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
  • Experience supervising at a senior management level.
  • Experience with financial management, strategic planning, public relations, negotiations, and conflict resolution.
  • Familiarity with federal and state government agencies and regulations.
  • Strong writing skills and ability to establish effective working relationships with various agencies.
  • Ability to prioritize and work under pressure, demonstrating excellent judgment and communication skills.

Nice-to-haves

  • Experience managing complex projects with minimal instruction.
  • Background with executive level experience in social work and/or financial and medical assistance programs.
