About The Position

The Children and Family Services Specialist 1 (NY HELPS) position is a full-time role within the New York State Office of Children and Family Services. This position primarily involves working on the HEARS family support line, providing guidance and support to the public and professionals, and facilitating the implementation of child welfare policies and procedures. The role requires strong communication skills and the ability to manage relationships with community partners while ensuring effective program operations.

Requirements

  • A bachelor's degree and two years of professional experience providing services to children and their families in relevant programs or settings.
  • A master's or higher degree can substitute for one year of specialized experience; a master's or higher degree in social work can substitute for two years of experience.
  • One year of permanent competitive or 55b/c service in this title or in a title eligible for 70.1 transfer.

Nice To Haves

  • Experience in social casework, case planning, case management, counseling, crisis intervention, or advocacy on behalf of clients.
  • Familiarity with child welfare policies and procedures.

Responsibilities

  • Facilitates the implementation of OCFS priorities, policies, and procedures within the division of child welfare.
  • Handles incoming calls to the HEARS Family line.
  • Provides guidance, support, and timely, accurate assistance to both the public and professionals calling the HEARS Family line.
  • Conducts research and develops selection criteria to provide community resources to callers.
  • Develops and manages relationships with community partners.
  • Supports Call Center Representative 2 with subject matter expertise.
  • Coordinates access to program services and compiles data on program effectiveness.
  • Assists with establishing procedures, planning, and oversight of program operations.
  • Works with the Quality Assurance and Business Analyst teams to develop and maintain a continuous quality improvement process.
