About the position

The CIO of Medical Benefits Management (MBM) at Carelon is a senior leadership role responsible for overseeing the technology strategy and execution within the organization. This position plays a critical role in driving the future of healthcare by leading a team focused on technology-driven capabilities that enhance clinical pathways and improve healthcare services. The incumbent will manage a significant technology budget and collaborate with business unit executives to establish strategic plans that align with the company's growth and transformation objectives.

Responsibilities

  • Plans, directs, and manages resources and efforts of a primary functional area of the IT CEE.
  • Responsible for overseeing the fulfillment of company and IT objectives.
  • Defines direction and oversees technology strategy, architecture, development, installation, and ongoing platform and information maintenance.
  • Procures resources such as people, funding, material, and support for accomplishments.
  • Provides leadership for teams to achieve IT's goals and objectives.
  • Builds a robust team through training and effective organizational development tactics.
  • Implements company's policies, practices, and procedures, along with those of IT organizations.
  • Has fiscal responsibility for a technology budget of $50-100M annually.
  • Participates with business unit executives (US based and abroad) to establish strategic plans and objectives.
  • Makes final decisions at the business unit level and ensures effective achievement of objectives.
  • Coordinates project management across departmental and divisional lines.
  • Establishes collaborative and responsive advisory relationships with business users and digital and technology partners.
  • Develops a strong team culture through training and effective organizational development practices.

Requirements

  • 15+ years' experience leading technology and/or data & analytics teams, providing direction for professional exempt employees.
  • Bachelor's degree in information technology or a related discipline.
  • A minimum of 5 years successful digital delivery including cloud-based, multi-tenant, advanced data analytics and/or service experience solutions.
  • Experience working in service-oriented, open API architecture, automation, machine learning; emerging software and data management innovations, methodologies, technologies, and capabilities.
  • Experience creating strategic software product roadmaps driving efficiency across processes and operations.
  • Experience working in a bi-modal organization, maintaining, and servicing existing solutions, while building, transforming new solutions and capabilities.
  • Experience with solutions that provide Software as a Service (SaaS).

Nice-to-haves

  • Advanced degree in Information Technology or a related discipline.
  • Consulting & Software experience.
  • Demonstrated ability to motivate, coach, counsel and train staff, effective communication skills, including facilitation, consultation, negotiation, and persuasion.
  • Experience working and managing in a complex matrixed enterprise organization.
  • Experience understanding the business processes that the system supports.
  • Experience managing complex release and deployment processes.
  • Demonstrated ability to manage a diverse, global workforce in a virtual and hybrid environment.
  • Experience successfully communicating with customers about technical issues in non-technical terms.
