About the position

The CIS Program Manager will provide subject matter expertise in Communications and Information Services (CIS) for the Nuclear, Command and Control (NC3) Programme. This role involves supporting project planning and delivery, ensuring alignment with NC3 objectives, and managing technical evaluations and risks associated with project proposals. The position requires collaboration with various stakeholders to enhance NC3 capabilities and deliver successful project outcomes.

Responsibilities

  • Support NC3 Capability Architecture, Capability Requirements and Capability Programme Plan (CPP) development.
  • Support production of Project Proposals (PPs) by Host Nations for submission.
  • Ensure proposed projects align with broader NC3 objectives and strategic goals.
  • Verify that projects contribute to the enhancement of NC3 capabilities.
  • Define technical evaluation criteria and metrics for project proposals.
  • Identify potential technical risks associated with proposed projects.
  • Develop risk mitigation plans and strategies for technical challenges.
  • Collaborate with the NC3 Programme Director and Project Coordinators to assess technical resources needed for project execution.
  • Serve as a technical subject matter expert and advisor to project teams.
  • Document all technical aspects of project proposals, including methodologies and assumptions.
  • Generate technical reports and documentation to support proposal submission.

Requirements

  • Experience in Communications and Information Services project design and/or implementation.
  • Experience in Programme Management, ideally with NATO Common Funded Capability Delivery Governance Model.
  • Experience working in a national defence organization or multinational organization, ideally NATO.
  • Certified qualification in Programme and Project Management (Axelos or similar methodologies).
  • Bachelor's degree in Science or Engineering (Electronic/System/Engineering Telecommunication) or related technical discipline.
