About the position

Harkcon, Inc. is seeking a Financial Analyst to support the Cybersecurity Division (CSD) of the Cybersecurity and Infrastructure Security Agency (CISA). This role is crucial in leading the Nation's strategic efforts to enhance the security, resilience, and workforce of the cyber ecosystem, ensuring the protection of critical services. The Financial Analyst will provide comprehensive administrative support to the CSD, which includes a variety of responsibilities centered around federal budget processing, financial management, and reporting. This position is contingent upon the award of the contract, emphasizing the importance of adaptability and readiness to engage in a dynamic work environment. The Financial Analyst will be responsible for federal budget processing, which encompasses financial management, planning, analysis, and reporting. This includes portfolio management to the federal lead, ensuring that all financial activities align with the strategic goals of the CSD. The role requires the creation of communications and presentations, facilitating meetings, and tracking decisions, issues, and risks. Strong communication skills are essential for building relationships, connecting team members, and supporting senior leadership in a fast-paced environment. In addition to these responsibilities, the Financial Analyst will manage internal and client communications, maintaining program knowledge management and tracking. Coordinating customer engagement activities on behalf of the client is also a key aspect of this role, requiring a proactive approach to stakeholder management and engagement. The ideal candidate will possess a blend of technical financial skills and interpersonal abilities to thrive in this position.

Responsibilities

  • Support federal budget processing, including financial management and reporting, planning and analysis, and portfolio management to the federal lead.
  • Create communications and presentations, facilitate meetings, and track decisions/issues/risks.
  • Support the team and senior leadership in a fast-paced environment with strong communication skills.
  • Create and/or support project deliverables.
  • Manage internal and client communications and maintain program knowledge management/tracking.
  • Coordinate customer engagement activities on behalf of the client.

Requirements

  • 8+ years of budget formulation experience.
  • 5+ years of experience with DHS Planning, Programming, Budgeting, and Execution (PPBE).
  • Demonstrated accounting skills, including principles, standards, and techniques.
  • Demonstrated strong interpersonal skills.
  • Proficiency in Microsoft Office Suite.
  • Strong verbal and written communication skills.
  • Must be a U.S. Citizen.
  • Ability to obtain and maintain a Top Secret clearance.
