About the position

The Civic Projects Manager Returnship is a part-time position within the Office of the Mayor of Frederick, MD, aimed at individuals returning to the workforce. This role involves coordinating the implementation of key City Capital Improvement Projects, managing them through all phases from planning to post-construction. The position requires effective communication with various stakeholders and ensures projects are completed on time and within budget.

Responsibilities

  • Coordinate the implementation of select City Capital Improvement Projects.
  • Initiate and manage projects through all phases including planning, budgeting, public meetings, design, bidding, construction, and post-construction warranty monitoring.
  • Act as a single point of contact for projects throughout the entire process.
  • Monitor project costs and ensure projects meet budget constraints.
  • Update and ensure the project stays on schedule and brief City stakeholders regularly.
  • Prepare Request for Proposals (RFP's) for selection of design/build consultants and manage contract awards.
  • Provide technical staff review and coordination of Capital Improvement Projects (CIPs).
  • Manage project coordination including design, scope of work, cost estimating, contract administration, budgets, and schedules.
  • Analyze and interact with various City departments regarding project intent and scope.
  • Assist in preparing and presenting information to elected officials and the public, including evening meetings.
  • Arrange and administer design and construction-related meetings.
  • Request, evaluate, negotiate, and manage consultant proposals and project schedules.
  • Investigate and resolve schedule conflicts on Capital Improvement Projects.
  • Negotiate contract amendments and change orders throughout the process.
  • Provide technical advice and assistance to other City departments and contractors.
  • Prepare memos and reports on public works projects for elected officials and citizen groups.

Requirements

  • Associate's degree from an accredited college or university in a related field (e.g., Architecture, Engineering, Urban Planning, Construction Management).
  • Five years of comprehensive, full-time professional level technical experience in the construction field.
  • Two or more years of experience in a public sector setting.
  • Knowledge of project management principles and practices.
  • Knowledge of municipal, state, federal codes relating to design and construction.
  • Ability to manage multiple projects from feasibility to project close-out.
  • Ability to work independently with minimal supervision.

Nice-to-haves

  • Professional accreditations in planning, design, and construction (AICP, AIA, NCARB, LEED AP, PMP).
  • Experience with regulatory compliance (IBC, NFPA, MDE, EPA).
  • Financial/budgeting experience.
