As a member of the Engineering Group in the Office of Facilities Planning, Construction, and Management (FPCM), the Civil and Environmental Engineer will play a vital role in the successful implementation of the multi-year/multi-billion-dollar design and construction program at CUNY's 25 campuses. This position focuses on enhancing the campuses' state of good repair and energy efficiency, providing engineering services for all capital projects managed by FPCM. These projects are executed through multiple entities including the City University of New York (CUNY), the New York Dormitory Authority (DASNY), and the New York State Power Authority (NYPA), as well as managing agents and/or landlords in the case of leased spaces. Under the supervision and guidance of the Director of Engineering, the Civil and Environmental Engineer will assess existing facilities and programmatic needs, identifying the infrastructure required to enhance the state of repair of targeted facilities. This includes developing recommendations on the optimal pathway to implement associated projects. The engineer will utilize their knowledge of leading-edge industry best practices to advise campuses on incorporating energy efficiency and decarbonization elements in routine projects, assisting in defining and implementing larger-scale decarbonization projects such as replacing campus power plants with geothermal, heat storage, and waste heat systems utilizing heat pumps, battery storage systems, and solar. The role also involves developing detailed scopes of work for the procurement of architecture and engineering consultant services, which will identify facility needs, potential alternative pathways to meet those needs, evaluation approaches, and deliverables to be created by the Architect/Engineer at each design phase. This includes the development of high-level design and construction schedules and budgetary/Class V cost estimates. The engineer will coordinate interdisciplinary reviews and conduct reviews of architectural, civil, and environmental components of consultant proposals, ensuring that CUNY Design Guidelines and industry best practices are applied, and that projects are constructable within the specialized higher education environment. Additional responsibilities include updating guidelines and procedures for projects in conformance with applicable codes and regulations, preparing civil and environmental standards and specifications for incorporation into designs, and providing project management reports as required by the Director of Engineering. The engineer will also represent the Director of Engineering in conferences and meetings, perform quality assurance site visits during the construction phase, and conduct research and diagnostics on building systems and equipment within their area of expertise. This position requires active participation in industry organizations and the development and delivery of technical presentations to CUNY FPCM colleagues.
