About the position

The Civil Engineer Consultant (Transportation) position at the Pennsylvania Department of Transportation (PennDOT) is focused on overseeing and managing pavement materials, including their selection and application. The role involves making technical decisions related to materials used in asphalt and concrete pavements, collaborating with various departmental bureaus, and ensuring compliance with established specifications. The consultant will also engage with suppliers and customers to meet their needs and will be responsible for developing and prioritizing materials research proposals.

Responsibilities

  • Oversee and manage all aspects of pavement materials, including selection and application.
  • Make administrative-level, technical decisions regarding materials selection and usage in asphalt and concrete pavements.
  • Collaborate with other departmental bureaus to maximize resource utilization for pavements.
  • Manage and direct technical evaluations related to aggregate, concrete, and asphalt mixture materials.
  • Revise existing and develop new standards and specifications for pavements.
  • Interact with suppliers and customers to ensure pavement materials meet their needs.
  • Provide assistance and oversight to districts regarding pavement issues.
  • Develop and prioritize materials research proposals related to pavements.

Requirements

  • Four years of professional civil engineering experience, including three years in the appropriate specialty.
  • Possession of a valid Professional Engineer license issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists.
  • Possession of a valid driver's license.

Nice-to-haves

  • Experience with concrete, cement, aggregate, hot mix asphalt, warm mix asphalt, cold mix asphalt, PG binders, asphalt additives, cutback asphalts, and emulsified asphalts.
