The Civil Engineer position at Jefferson County Government involves working under the general guidance and direction of the Director of County Services. This role is crucial for managing various projects and programs within the Department of County Services. The Civil Engineer will be responsible for performing complex and professional engineering work related to environmental, water, sewer, street, and other projects, ensuring that all work is technically competent and compliant with current codes and criteria. In this role, the Civil Engineer will review development plans to ensure compliance with relevant codes, regulations, and standards. This includes assessing the adequacy of applications for permits and ensuring that approved plans are followed. The engineer will provide project management for all developments requiring County approval, overseeing assigned projects to ensure that developers comply with the necessary codes and regulations enforced by the County. This oversight extends to reviewing designs for sanitary sewer, water, storm drainage, and street projects, as well as ensuring that as-built records comply with County regulations. The Civil Engineer will also be responsible for responding to public inquiries regarding engineering procedures and specific projects, maintaining regular contact with consulting engineers, construction project engineers, and various governmental agencies. Inspections and approvals of all phases of construction and improvement plans will be a key part of the role, including issuing correction notices or approvals as necessary. The engineer will manage the guarantee agreement process, which involves establishing escrow amounts, tracking projects, and inspecting improvements for compliance. Additionally, the Civil Engineer will compile information and prepare reports, creating both long and short-term plans, setting targets for milestones, and adhering to deadlines. The ability to make effective recommendations and decisions when faced with multiple options for project progression is essential. The position requires performing related duties as assigned during specified business hours, contributing to the overall success of the County's engineering projects.

Responsibilities

  • Review development plans for compliance with codes, regulations, and standards.
  • Provide project management for all developments that require County approval.
  • Oversee assigned projects to ensure developer compliance with codes, regulations, and standards.
  • Review sanitary sewer, water, storm drainage, and street design, plats, and comprehensive plans.
  • Assure as-built records of projects comply with County regulations and document necessary changes to development design.
  • Respond to public or other inquiries relative to engineering procedures on specific projects and other information.
  • Maintain regular contact with consulting engineers, construction project engineers, City, County, State and Federal agencies, professional and technical groups, and the general public regarding division activities and services.
  • Inspect and approve all phases of construction and improvement plans, standards, specifications, special requirements, codes, and regulations; issue correction notices or approvals as required.
  • Manage guarantee agreement process including establishing escrow amounts, tracking projects, inspecting improvements for compliance, and recommending releases, extensions, and/or claims related to incomplete improvements.
  • Coordinate activities, schedules, and respond to inquiries with contractors, property owners, staff, other County departments, and the public.

Requirements

  • Professional engineering degree or equivalent experience in civil engineering.
  • Strong knowledge of engineering principles and practices related to environmental, water, sewer, and street projects.
  • Experience in project management and oversight of engineering projects.
  • Ability to review and interpret development plans and engineering designs.
  • Excellent communication skills for interacting with the public, contractors, and government agencies.
  • Strong analytical and problem-solving skills to make effective recommendations and decisions.
