About the position

This remote position serves as an expert engineer performing technical consultation, guidance, and leadership; reviewing; and engineering analysis with the Bureau of Indian Affairs, Central Office, Office of Trust Services, located in Lakewood, Colorado. The role is critical in providing civil engineering consultation and advisement to senior leadership, program officials, and colleagues on various engineering projects, analysis, recommendations, and study conclusions. The incumbent will develop engineering policies, technical guidelines, and standards, as well as project or study objectives. This position requires a strong focus on dam safety engineering, including risk analysis, risk management, emergency action plans (EAPs), early warning systems (EWS), security, design, construction, inspections, and evaluations. The engineer will ensure compliance with Bureau, Departmental, and Federal design standards, utilizing expert knowledge in technical areas related to dam safety.

Responsibilities

  • Provide civil engineering consultation and advisement to senior leadership and program officials.
  • Develop engineering policies, technical guidelines, and standards for engineering projects.
  • Conduct technical reviews, peer reviews, and check designs, drawings, and technical documents for accuracy and quality assurance.
  • Plan, develop, and prepare procedures, policies, and protocols for engineering studies and special projects requiring advanced engineering analysis.
  • Develop and review engineering specifications, Statements of Work (SOW), and other design/construction documents for dam safety engineering activities.
  • Ensure compliance with Bureau, Departmental, and Federal design standards related to dam safety.

Requirements

  • U.S. Citizenship is required.
  • Registration as a Professional Engineer (PE) is mandatory.
  • A bachelor's degree in engineering from an ABET-accredited program or equivalent education and experience is required.
  • One year of specialized experience equivalent to at least GS-12 level in the Federal Service, specifically in civil engineering as applied to dam safety.

Nice-to-haves

  • Experience working with personnel in Tribes and other federal and non-federal agencies regarding dam safety issues.
  • Knowledge of emergency management and evaluation of existing dams.
