About the position

The Civil Engineer (Highway) position serves as the Preconstruction Engineer, providing national leadership in advancing the Federal Highway Administration's (FHWA) design and preconstruction engineering programs. The role focuses on geometric design, Interstate System access, and accommodating all users of the transportation system. The incumbent will assist FHWA divisions and state and local agencies in making informed decisions regarding the geometric design of highway projects and the application of federal standards.

Responsibilities

• Lead, direct, and manage program area activities including geometric design and preconstruction.
• Review and evaluate state laws, DOT programs, and policies to ensure compliance with federal regulations.
• Develop, implement, and manage technical guidance related to geometric design and preconstruction.
• Build and maintain professional networks with FHWA offices, state agencies, and professional organizations.
• Monitor, evaluate, and report on the progress of geometric design and preconstruction programs.

Requirements

• Bachelor's degree in engineering from an ABET-accredited program or equivalent education and experience.
• At least one year of experience at the GS-12 level, providing technical direction and leadership in transportation engineering.
• Experience in geometric design, preconstruction, and accommodating all users of the transportation system.

Nice-to-haves

• Professional Engineer (PE) license or Engineer in Training (EIT) certification.
• Experience with federal transportation regulations and policies.
