About the position

The Civil Engineer (Highway) position at the Department of Transportation involves overseeing Discretionary Grant projects in Arizona, ensuring compliance with Federal Aid Highway Program standards. The role includes developing policies, managing project agreements, and collaborating with various specialists to address program issues. The ideal candidate will have experience in construction program oversight and discretionary grant management, with strong analytical and communication skills.

Responsibilities

  • Coordinate and manage Discretionary Programs, including project and grant agreements, project administration, grant review, and performance reporting.
  • Collaborate with Division specialists to address program and project issues, consulting with Planners, Environmental Specialists, Financial Managers, and Engineers as necessary.
  • Provide authoritative advice and technical expertise on Federal-aid laws, regulations, policies, and procedures related to discretionary grant project delivery.
  • Engage in negotiations and discussions with stakeholders to address significant issues and achieve program/project goals.
  • Evaluate project studies and offer expertise on complex alternatives and modifications.
  • Analyze and interpret complex data, identify issues, and propose solutions.
  • Represent FHWA with discretionary grant officials and stakeholders.
  • Negotiate and build partnerships with partner agencies to achieve surface transportation objectives and effectively communicate findings.

Requirements

  • U.S. citizenship and specialized experience in civil engineering or related fields.
  • Bachelor's degree in engineering from an accredited institution or equivalent experience.
  • At least one year of experience equivalent to GS-11 level, including planning, design, or construction of highway or transportation projects.
  • Experience in consulting with others, developing alternatives, and resolving engineering issues.

Nice-to-haves

  • Experience analyzing transportation policy, programs, and procedures.
  • Professional Engineer (PE) license or Engineer in Training (EIT) certification.
