About the position

The Civil Engineer (Highway) position at the Federal Highway Administration (FHWA) in Harrisburg, PA, is a critical role responsible for managing and promoting assigned Federal highway programs within the state. The employee will provide engineering stewardship and oversight at various stages of project and program delivery for Federal aid infrastructure projects. This position holds the authority to commit the agency to actions on behalf of the Division Office(s) represented, in accordance with established delegations of authority. The role requires a comprehensive understanding of Federal laws, regulations, and FHWA policies applicable to Federal-aid highway projects, and the ability to represent the Division Office in various professional settings, including meetings, public hearings, and field reviews. In this role, the Civil Engineer will conduct complex project reviews in alignment with the Division's Risk-Based Stewardship and Oversight plan. This includes reviewing project actions for compliance with design standards, policy regulations, and eligibility for Federal participation. The engineer will also evaluate project studies, provide expertise on alternatives, and authorize project agreements, ensuring that all necessary clearances and agreements are adequately reviewed. Participation in Division program management activities is essential, including the development of stewardship and oversight plans, conducting risk assessments, and promoting performance-based planning processes. The ideal candidate for this position is expected to be a mid-career engineer with substantial experience in monitoring Statewide Federally funded highway programs or managing the delivery of highway projects from initial scoping through construction support and maintenance. Strong communication skills are essential, as the role involves conveying ideas and concepts effectively to persuade stakeholders in various settings.

Responsibilities

  • Provide expertise on Federal laws, regulations, and FHWA policies applicable to Federal-aid highway projects within the State DOT project development process.
  • Represent the Division Office and FHWA in meetings, public hearings, and field reviews with State DOT officials and other agencies.
  • Conduct complex project reviews in accordance with the Division's Risk-Based Stewardship and Oversight plan.
  • Review project actions for compliance with design standards, policy regulations, and eligibility for Federal participation.
  • Evaluate project studies and provide expertise on alternatives and modifications.
  • Authorize project agreements, ensuring adequacy of proposed rights-of-way clearances and NEPA compliance.
  • Participate in Division program management activities, including development of stewardship and oversight plans and conducting risk assessments.
  • Lead teams in oversight activities, process reviews, and documentation reviews of Federal-aid programs.
  • Advise on problems and deficiencies, prepare reports, and coordinate corrective actions.
  • Assess State programs for effectiveness and compliance.

Requirements

  • Must be a U.S. citizen and meet specialized experience qualifications.
  • Bachelor's degree in engineering from an ABET-accredited program or equivalent education and experience.
  • At least one year of specialized experience equivalent to the GS-12 level, including planning, design, or construction of highway or transportation projects.
  • Experience in consultation and developing alternatives to resolve engineering issues.
  • Experience representing the organization with partners and stakeholders.

  • Professional registration or licensure as an Engineer Intern (EI), Engineer in Training (EIT), or Professional Engineer (PE).
  • Successful completion of the Fundamentals of Engineering (FE) examination.
