About the position

The City of Sierra Vista is seeking a Civil Engineer I/II to join the Public Works Department. This position is responsible for overseeing the planning, estimating, design, and construction of the City's facilities and infrastructure improvement projects. Under the general guidance of the Capital Improvement and Development Manager, the Civil Engineer will review plans for proposed private developments within city limits, ensuring compliance with city codes and professional engineering standards. The role requires strong problem-solving skills and the ability to communicate effectively with City Staff and the public. As a Civil Engineer, the individual will engage in various essential functions, including development review, project management, and general engineering tasks. The engineer will review and approve private development plans related to public utilities and infrastructure, evaluate the impact of proposed developments, and coordinate with other City departments and external stakeholders. The position also involves preparing engineering cost estimates, managing project budgets, and exploring grant opportunities to fund improvements. The ideal candidate will possess a solid understanding of civil engineering principles, including geotechnical, transportation, wastewater, environmental, structural, hydrology, and hydraulics. Proficiency in engineering design software such as AutoCAD and GIS is essential, along with the ability to conduct technical research and solve engineering problems. The Civil Engineer will represent the City in various capacities, ensuring positive relationships with property owners, developers, contractors, and the general public.

Responsibilities

  • Review and approve private development plans related to streets, storm water, sewers, water systems, and other public utilities and infrastructure within city boundaries or service areas.
  • Check plans for conformance with regulations regarding engineering, development code, right-of-way, and public works standards.
  • Review subdivision plats, easements/dedications, preliminary site plans, and final public improvement construction plans.
  • Evaluate the impact of proposed developments and make recommendations for improvements.
  • Review hydrologic and hydraulic analysis and perform ADEQ reviews for public water, sewer line extensions, issuing permits in compliance with the City's ADEQ delegation agreement.
  • Coordinate with other City departments, outside engineers, and contractors to help accomplish project goals.
  • Perform project planning and preliminary design, drafting project specifications, and producing reports in compliance with city codes and standard engineering practices.
  • Serve as project manager/project officer for capital improvements projects, participating in project planning and development, and coordinating public meetings.
  • Prepare engineering cost estimates and develop project budgets, working with the Procurement Division on securing outsourced professional work and construction services.
  • Prepare, review, and provide recommendations for qualification statements, proposals, and contract bids, managing construction and project budgets.
  • Explore, apply, and coordinate grants from external sources to fund improvements.
  • Assist with the City's floodplain program and perform Construction Inspector tasks as needed.
  • Develop engineering standards, policies, and procedures, supervising daily tasks and activities of drafting, inspection, and secretarial personnel relating to assigned projects.
  • Investigate and respond to individual citizen or Council requests involving public works infrastructure, representing the city with various governmental agencies, consultants, contractors, and the general public on engineering matters.

Requirements

  • Bachelor's degree in Civil Engineering or related field with Engineering In Training (EIT) certificate or ability to obtain within one (1) year of employment for Engineer I.
  • One (1) year experience in civil engineering design and/or construction is preferred for Engineer I.
  • Bachelor's degree in Civil Engineering or a related field and a Certificate of Registration as a Professional Civil Engineer in the State of Arizona for Engineer II.
  • Valid Arizona Driver's license for Engineer II.
  • Five years experience as an engineer required; municipal experience is highly desirable for Engineer II.

  • Experience with municipal engineering projects.

  • Knowledge of hydrologic/hydraulic modeling software such as HEC-HMS.
