About the position

The Civil Engineer I - Storm Sewer Operations position involves performing administrative and professional engineering work in the design and management of public works projects, specifically focusing on storm sewer operations. Under the direction of senior engineering staff, this role encompasses a variety of responsibilities including construction management, oversight of projects, and ensuring compliance with state regulations. The engineer will work on moderately complex assignments and support more experienced staff on larger projects, with a particular emphasis on storm sewer design and construction. The position requires the engineer to prepare legal descriptions for easements, design projects around existing utilities, and ensure that contractors adhere to state regulations. The engineer will also be responsible for preparing as-built documents and new project plans, answering inquiries regarding flood plain status, and ensuring that designs meet water quality standards. The role includes conducting preliminary project research, collecting survey data, preparing feasibility reports, and developing specifications for city, state, and federally funded projects. In addition to design responsibilities, the Civil Engineer I will monitor construction projects to ensure they conform to contracts and specifications, manage project budgets, and provide work direction to engineering technicians. The engineer will also be involved in emergency flood protection operations, interacting with homeowners and coordinating activities to implement flood protection measures. The position requires effective communication skills to maintain working relationships with various stakeholders, including contractors, government agencies, and the public. Safety compliance and awareness are critical components of the job, as is the ability to perform duties in a variety of environments, including office settings and outdoor construction sites.

Responsibilities

  • Prepares legal descriptions for easements and calculates square footage.
  • Designs projects around existing utilities to minimize impact on neighbors.
  • Prepares as-built documents and new project plans during the winter season.
  • Ensures contractors follow appropriate state regulations on projects.
  • Answers questions regarding flood plain status.
  • Works to satisfy water quality standards in designs and applications.
  • Completes preliminary project research and documentation.
  • Collects survey data and prepares preliminary designs and studies for projects, including determining grades, materials, quantities, costs, etc.
  • Prepares feasibility reports for projects with cost estimates and projected schedules for completion.
  • Presents preliminary reports in support of the decision-making process.
  • Plans, designs, reviews, and writes specifications for city, state, and federally funded projects in compliance with city standards and regulations.
  • Develops standard or special design plans, specifications, and specific job procedures for projects.
  • Reviews plans and specifications for capital improvement projects to ensure compliance with design requirements and City standards.
  • Conducts plan review meetings and writes specifications for review and sign-off by licensed engineers.
  • Conducts pre-construction meetings and resolves conflicts during the design phase.
  • Monitors progress of construction projects to ensure conformance with contracts, specifications, and schedules.
  • Makes decisions on project issues, authorizes payments, and conducts regular meetings with contractors and stakeholders.
  • Maintains project records and manages project budgets.
  • Prepares cost estimates and analyzes project costs and funding sources.
  • Works with federal auditors during audits of federal projects.
  • Provides work direction, training, and leadership to engineering technicians and inspectors.
  • Manages emergency flood protection operations and coordinates activities with neighborhood engineering technicians.
  • Inspects and reports on critical infrastructure in conjunction with other departments.

Requirements

  • Bachelor's degree in civil engineering or a closely related field.
  • Two or more years of previous experience in civil engineering design and construction project management.
  • Valid State of North Dakota engineer-in-training certificate or equivalent combination of education and experience.
  • Valid driver's license.
  • Knowledge of concepts, theories, principles, and practices of civil and structural engineering.
  • Knowledge of proper procedures and requirements in the preparation of designs and contract documents.
  • Knowledge of principles and practices of construction management.
  • Knowledge of technical engineering methods, techniques, principles, and procedures such as inspection and surveying.
  • Knowledge of governmental administrative practices including budgeting, purchasing, and policy formulation.
  • Knowledge of local, state, and federal laws, regulations, and codes relating to engineering projects.
  • Intermediate skill in Microsoft Office applications.
  • Knowledge of computer-aided design software (CAD).
  • Ability to provide work direction and training to others for successful performance of their duties.
  • Skill in project design and management.
  • Skill in advanced mathematical computations, including geometry and trigonometry.
  • Ability to communicate effectively in both verbal and written forms, involving complex, technical content.
