About the position

The Civil Engineer I position involves performing routine professional engineering work related to the design, construction, maintenance, and operation of civil engineering projects. The selected candidate will assist in preparing designs, plans, specifications, estimates, and reports, and will be responsible for various related duties as required. This role is categorized as a shortage position, which may include a monthly shortage differential in addition to the starting salary. There are three immediate vacancies available: one permanent full-time position with the Department of Water Supply in Hilo, one temporary full-time position with the Department of Environmental Management in Kailua-Kona, and another permanent full-time position with the Department of Public Works in Hilo. The starting salary will be determined based on the qualifications of the selected candidate, and certain positions may be part of a career ladder, allowing for advancement to Civil Engineer II upon meeting specific criteria. The Civil Engineer I will assist in making preliminary and final surveys, reducing and plotting survey notes, computing vertical and horizontal curves, and preparing mass diagrams. The role also includes assisting in the design of various structures such as retaining walls, bridges, culverts, pipelines, and highways, as well as preparing specifications and cost estimates. Field engineering inspections, testing construction materials, and conducting land use studies are also part of the responsibilities. The position requires the operation of a vehicle for work-related duties and may involve other related tasks as necessary.

Responsibilities

  • Perform routine professional engineering work in civil engineering projects.
  • Assist in preparing designs, plans, specifications, estimates, and reports.
  • Conduct preliminary and final surveys and plot survey notes.
  • Compute vertical and horizontal curves and earthwork quantities.
  • Prepare mass diagrams and assist in the design of various structures.
  • Develop details, check computations, and prepare final working drawings.
  • Assist in the preparation of specifications and cost estimates.
  • Conduct field engineering inspections and check plans and specifications.
  • Test construction materials and compute lot closures and areas.
  • Conduct land use studies and compile data to prepare maps.

Requirements

  • Graduation from an accredited college or university with a baccalaureate degree in engineering.
  • Possession of a valid State of Hawai`i Driver License (Class 3) or a comparable driver license.
  • Ability to perform engineering drafting and design work.
  • Knowledge of general civil engineering principles and practices.

Nice-to-haves

  • Experience with topographic surveying and structural engineering principles.
  • Familiarity with engineering mathematics and mechanics of materials.
