About the position

The Civil Engineer III position involves performing moderately difficult professional engineering work related to the design, construction, maintenance, and operation of civil engineering projects. The role requires the preparation of designs, plans, specifications, estimates, and reports, along with other related duties as necessary. This position is classified as a shortage category, meaning that the selected candidate may receive a shortage differential in addition to the starting salary. There are currently three immediate vacancies: one temporary full-time position in the Department of Environmental Management - Wastewater Division in Kailua-Kona, and two permanent full-time positions in the Department of Public Works - Engineering Division in Hilo. The starting salary will be determined based on the qualifications of the selected candidate, and certain positions may be part of a career ladder, allowing for advancement to Civil Engineer IV upon meeting specific qualifications and performance requirements. The job entails conducting office and field studies for proposed projects, supervising preliminary and final surveys, establishing benchmarks, and taking cross-sections, profiles, and contours. The engineer will design and assist in the design of various structures, including reservoirs, bridges, culverts, and highways, while also computing grades, alignments, and stresses. Responsibilities include supervising the preparation of construction plans, assisting in the preparation of specifications and contract documents, preparing cost estimates, checking shop drawings, and supervising construction and inspection activities. The engineer will also interpret plans, keep records of work completed, and conduct hydrologic and land development studies, ensuring compliance with building codes and reviewing test reports and soil analysis reports. The position requires operating a vehicle for work-related duties and performing other related tasks as needed.

Responsibilities

  • Conduct office and field studies of proposed projects and supervise preliminary and final surveys.
  • Establish benchmarks and take cross-sections, profiles, and contours.
  • Make survey computations and prepare preliminary drawings.
  • Design and assist in the design of reservoirs, retaining walls, bridges, culverts, tunnels, pipelines, sewers, sidewalks, highways, and other structures.
  • Compute grades and alignments, loading, and stresses; determine the size, proportion, and dimensions of structures.
  • Supervise the preparation of construction plans and drawings.
  • Assist in the preparation of specifications and contract documents.
  • Prepare cost and quantity estimates.
  • Check shop drawings and supervise construction and inspection activities.
  • Interpret plans and specifications; make changes and corrections as necessary.
  • Keep records of work completed and materials used; prepare monthly and final payment estimates.
  • Conduct hydrologic and land development studies.
  • Check plans and specifications of buildings and structures for compliance with the building code.
  • Review test reports and soil analysis reports.
  • Operate a vehicle to perform work-related duties.
  • Perform other related duties as required.

Requirements

  • Graduation from an accredited college or university with a baccalaureate degree in engineering.
  • Two (2) years of professional civil engineering work experience.
  • Possession of a valid State of Hawai`i Driver License (Class 3) or any other valid comparable driver license at the time of filing.
