About the position

The Civil Engineer IV position with the County of Hawaii involves performing complex professional engineering work related to the design, construction, maintenance, and operation of various civil engineering projects. The role requires the preparation of designs, plans, specifications, estimates, and reports, along with other related duties as necessary. This position is classified as a shortage category, meaning that the selected candidate may receive a shortage differential in addition to the base salary. There are currently five immediate vacancies available for this position. This includes one temporary full-time role that is not to exceed December 2, 2024, within the Department of Environmental Management's Wastewater Division in Kailua-Kona. Additionally, there are two permanent full-time vacancies in the Department of Public Works' Engineering Division in Hilo, and two more permanent full-time vacancies in the Department of Environmental Management's Wastewater Division, also in Kailua-Kona and Hilo, respectively. Candidates for these roles may be eligible for a Recruitment Incentive of up to $25,266, subject to certain conditions. The starting salary will be determined based on the qualifications of the selected individual, and the eligible list may be utilized for other permanent and temporary vacancies that arise during its validity. The role encompasses a variety of responsibilities, including conducting office and field studies for proposed projects, supervising surveys, establishing benchmarks, and preparing preliminary drawings. The engineer will also design and assist in the design of various structures such as reservoirs, bridges, culverts, and highways, while ensuring compliance with building codes and preparing cost estimates. The position requires a strong understanding of engineering principles and the ability to supervise construction activities effectively.

Responsibilities

  • Conducts office and field studies of proposed projects and supervises preliminary and final surveys.
  • Establishes benchmarks for projects.
  • Takes cross-sections, profiles, and contours for project assessments.
  • Makes survey computations and prepares preliminary drawings.
  • Designs and assists in the design of reservoirs, retaining walls, bridges, culverts, tunnels, pipelines, sewers, sidewalks, highways, and other structures.
  • Computes grades and alignments, loading, and stresses for structures.
  • Determines the size, proportion, and dimensions of various structures.
  • Supervises the preparation of construction plans and drawings.
  • Assists in the preparation of specifications and contract documents.
  • Prepares cost and quantity estimates for projects.
  • Checks shop drawings for compliance and accuracy.
  • Supervises construction and inspection activities to ensure quality and adherence to plans.
  • Interprets plans and specifications for construction projects.
  • Makes changes and corrections to plans as necessary.
  • Keeps records of work completed, materials used, and prepares monthly and final payment estimates.
  • Conducts hydrologic and land development studies as required.
  • Checks plans and specifications of buildings and structures for compliance with building codes.
  • Reviews test reports and soil analysis reports for project viability.
  • Operates a vehicle to perform work-related duties.
  • Performs other related duties as assigned.

Requirements

  • Bachelor's degree in Civil Engineering or a related field.
  • Professional Engineer (PE) license in the State of Hawaii or the ability to obtain one within a specified timeframe.
  • Minimum of 4 years of professional engineering experience, preferably in civil engineering projects.
  • Strong knowledge of engineering principles, practices, and techniques.
  • Experience with design software and engineering tools.
