There are immediate vacancies available, including one temporary full-time position in Kailua-Kona and several permanent full-time positions in Hilo and Kailua-Kona, with potential recruitment incentives available for certain roles. The eligible list created from this recruitment may also be used for future vacancies as they arise. The Civil Engineer IV will conduct office and field studies for proposed projects, supervise preliminary and final surveys, establish benchmarks, and take necessary measurements such as cross-sections and profiles. The role includes designing various structures such as reservoirs, bridges, and highways, as well as computing grades, alignments, and stresses. The engineer will supervise the preparation of construction plans, assist in creating specifications and contract documents, and prepare cost estimates. Additionally, the position involves checking shop drawings, supervising construction activities, interpreting plans, and maintaining records of work completed. Candidates must possess a valid professional engineering license and a valid State of Hawai`i Driver License. The role requires a combination of education and experience, including a baccalaureate degree in engineering and three years of professional civil engineering work experience. The position also demands knowledge of civil and hydraulic engineering principles, engineering mathematics, and the ability to analyze stresses and supervise construction activities. Physical requirements include meeting health and physical condition standards necessary for performing the job duties, with a physical effort grouping classified as light.

Responsibilities

  • Conduct office and field studies of proposed projects and supervise preliminary and final surveys.
  • Establish benchmarks and take cross-sections, profiles, and contours.
  • Make survey computations and prepare preliminary drawings.
  • Design and assist in the design of reservoirs, retaining walls, bridges, culverts, tunnels, pipelines, sewers, sidewalks, highways, and other structures.
  • Compute grades and alignments, loading, and stresses; determine the size, proportion, and dimensions of structures.
  • Supervise the preparation of construction plans and drawings.
  • Assist in the preparation of specifications and contract documents.
  • Prepare cost and quantity estimates.
  • Check shop drawings and supervise construction and inspection activities.
  • Interpret plans and specifications, making necessary changes and corrections.
  • Keep records of work completed, materials used, and prepare monthly and final payment estimates.
  • Conduct hydrologic and land development studies.
  • Check plans and specifications of buildings and structures for compliance with building codes.
  • Review test reports and soil analysis reports.
  • Operate a vehicle to perform work-related duties.
  • Perform other related duties as required.

Requirements

  • Graduation from an accredited college or university with a baccalaureate degree in engineering.
  • Three years of professional civil engineering work experience.
  • Possession of a valid license as a professional engineer in the United States at the time of filing.
  • Possession of a valid State of Hawai`i Driver License (Class 3) or any other valid comparable driver license at the time of filing.
