About the position

As a Civil Engineer Principal within the Bureau of Infrastructure Design and Construction at San Francisco Public Works, you will play a pivotal role in leading the construction management team under general direction. This position encompasses a wide range of responsibilities, including overseeing all functions and activities within the Infrastructure Design and Construction division, specifically focusing on the Bureau of Construction Management, which manages an annual project portfolio worth approximately $1 billion. Your leadership will be crucial in developing new programs, establishing organizational policies, priorities, and objectives, and ensuring the successful execution of various capital improvement projects that support the city's streets and infrastructure. In this role, you will lead the development and implementation of bureau goals, objectives, policies, and priorities. You will oversee and manage the construction and inspection functions for projects such as roadway repaving, reconstruction, sewer construction, curb ramp installation, traffic signal setup, and streetscape projects. Monitoring the bureau's overall performance will be a key responsibility, as you will coach staff to develop and apply continuous improvement processes and strategies. You will also participate in succession planning, preparing staff for new and challenging opportunities and assignments, while ensuring consistent practices of human resource management standards across the organization. Your role will involve supporting managers and supervisors in personnel management, conducting performance appraisals, and participating in corrective actions as needed. You will evaluate staff performance, optimize the use of personnel and resources, and develop action plans to enhance productivity and resolve morale issues. Additionally, you will direct resource allocation to achieve timely outcomes and measurable goals within budget, adjusting plans and programs as necessary to address emerging needs while maintaining bureau priorities. Effective communication will be essential, as you will regularly update executive management on bureau activities, coordinate with other City departments, and represent the department before legislative boards, external organizations, the mayor's office, and the media. You will also participate in budget development by providing detailed justifications for proposals and initiatives, closely monitoring budget expenditures, and providing executive management with updates on bureau and section activities. This role may require you to drive to meetings and work sites as necessary, ensuring that you are actively engaged in the projects and initiatives under your purview.

Requirements

  • Nine (9) years of verifiable professional engineering work experience, with six (6) years as a licensed professional engineer.
  • Possession of a valid California License as a Registered Civil, Electrical, Mechanical, Chemical or Traffic Engineer.

Nice-to-haves

  • Experience managing large-scale projects exceeding $100 million with complexities involving multiple disciplines and agencies.
