About the position

The Civil Engineer Project Manager I position at the Colorado Department of Transportation (CDOT) is a vital role that focuses on the management and oversight of construction projects within the state. This position is responsible for ensuring that construction activities comply with established plans, specifications, standards, policies, and regulations. The role involves working closely with various stakeholders, including contractors, consultants, and public entities, to facilitate smooth project execution and address any issues that may arise during the construction phase. The Project Manager will serve as the Chief Engineer's representative on low to medium risk construction projects, or as an Assistant Project Engineer on more complex projects, thereby requiring a strong understanding of engineering principles and project management practices. In this role, the Project Manager will be tasked with interpreting project plans and specifications, managing project budgets, and ensuring that all construction activities are documented accurately. This includes preparing construction reports, reviewing project invoices, and coordinating with multiple CDOT Specialty Units to ensure compliance with contract documents. The position also involves administrative duties such as employee training and development, as well as performing supervisory duties as assigned. The Project Manager will be expected to promote a safe work environment, adhere to environmental compliance standards, and ensure that all project activities align with CDOT's commitment to safety and quality. The work environment for this position is dynamic, with approximately 70% of the time spent in the field and 30% in the office. The Project Manager will be required to travel to project sites, attend meetings, and may need to work evenings, nights, weekends, or holidays as necessary to oversee construction activities. This role is essential in contributing to the safety and efficiency of Colorado's transportation infrastructure, making a significant impact on the lives of residents and visitors alike.

Responsibilities

  • Manage assigned construction projects to ensure compliance with plans, specifications, and regulations.
  • Train, advise, assign, and supervise subordinates performing construction-related tasks.
  • Coordinate with public, local, state, federal entities, and stakeholders regarding construction activities and conflicts.
  • Document and prepare construction reports, budgets, and plan changes.
  • Review construction-related submittals and determine the acceptability of constructed work.
  • Prepare documentation for construction management services task orders.
  • Prepare payment estimates for work installed in conformance with plans and specifications.
  • Measure quantities for payment and provide detailed calculations and sketches.
  • Maintain a daily diary of contractor operations and track work completed.
  • Monitor contractor compliance with equal employment opportunity laws and safety regulations.
  • Evaluate materials and equipment for conformance to plans and specifications.
  • Direct the work of other positions on a project basis and provide performance feedback.
  • Review and assist in compiling plans and specifications during the preconstruction phase.
  • Promote a safe work environment and ensure compliance with safety standards and regulations.
  • Monitor contractor's compliance with environmental regulations and best management practices.

Requirements

  • Four years of inspection of roadway and/or bridge construction AND two years of construction project management experience.
  • A combination of relevant education and experience equal to 6 years may also be considered.
  • Education from an accredited college or university with coursework in construction management, engineering, or related fields.
