About the position

The Civil Engineer (Structural) position serves as the Division Bridge Engineer within the Federal Highway Administration (FHWA) Division office. This role is pivotal in managing and promoting federal highway programs that pertain to bridges and other structures throughout the state. The incumbent will coordinate and evaluate structural programs, providing essential support to colleagues in the Division office as they navigate technically complex or controversial issues related to project-specific applications concerning structures. In this capacity, the engineer will be responsible for evaluating and advocating for improvements in the state's administration of federal programs for bridges and structures. This includes encouraging the adoption of enhanced practices in planning, design, construction, preservation, inspection, and maintenance of structures. The engineer will administer the FHWA structural inspection programs, such as the National Bridge Inspection Program (NBIP) and the National Tunnel Inspection Program (NTIP), ensuring state compliance with the National Bridge Inspection Standards (NBIS) and National Tunnel Inspection Standards (NTIS). Recommendations for improvements will also be part of this oversight role. Additionally, the engineer will maintain and conduct oversight programs for bridges and structures that are under design and construction, ensuring full coordination with responsible Division staff and state representatives. A critical aspect of the role involves reviewing structural plans for projects designated for full oversight, assessing their suitability in terms of structural adequacy, economy, safety, aesthetics, hydraulics, foundation, and overall concept. The engineer will also perform construction reviews and inspections, evaluating proposed remedial actions by the state and making informed recommendations based on these evaluations. The ideal candidate for this position is expected to be a seasoned mid-career structural engineering professional with substantial project management experience in bridge design, bridge construction inspection, and bridge program management.

Responsibilities

  • Evaluate and promote improvements in the State's administration of Federal programs for bridges and structures.
  • Encourage the use of enhanced planning, design, and construction practices for structures.

  • Provide oversight of State compliance with NBIS and NTIS and recommend improvements.

Requirements

  • Must be a U.S. citizen and meet specialized experience to qualify.

  • Must meet specialized experience requirements for the grade.

Nice-to-haves

  • Professional registration or licensure as an Engineer Intern (EI), Engineer in Training (EIT), or Professional Engineer (PE).
  • Evidence of having successfully passed the Fundamentals of Engineering (FE) examination.
  • Experience in bridge design and construction inspection.
