About the position

The Civil Engineer (Structural) position within the Capital Improvements, Engineering and Design, Structural Engineering of Naval Facilities Engineering Command Washington involves developing complete working drawings and specifications for various construction projects. The role includes providing design support prior to construction awards, managing post-award aspects of construction, and developing innovative solutions for facility projects. The engineer will also investigate existing structural conditions and recommend corrective measures for Navy shore facilities.

Responsibilities

  • Develop complete working drawings and specifications for design bid build projects.
  • Conduct development of Request for Proposal (RFP) for design build projects.
  • Serve as part of the Source Selection Technical Evaluation Panels (TEP) supporting the acquisition process.
  • Provide design support prior to construction award.
  • Manage post-award aspects of construction for assigned projects.
  • Develop new solutions for facility projects where previous solutions are inefficient or not cost-effective.
  • Investigate and recommend corrective measures for difficulties or failures in existing structural conditions.

Requirements

  • Current registration as a Professional Engineer by any State, the District of Columbia, Guam, or Puerto Rico is required.
  • At least one year of specialized experience at or equivalent to the GS-12 grade level in the Federal service or equivalent experience in the private or public sector.
  • Experience in preparing engineering drawings, technical specifications, and studies for complex buildings.
  • Ability to resolve structural engineering construction and design issues during facilities contracts.
  • Experience in performing field investigations to verify existing structural conditions.
  • Experience in managing design development of engineering facilities projects adhering to budget, schedule, and quality standards.
  • Experience in reviewing facilities construction submittals for conformance to structural engineering contract drawings and specifications.

Nice-to-haves

  • Experience with computer-aided drafting software for developing design drawings.
  • Knowledge of compliance with engineering codes and standards.
