About the position

As a Civil Engineer (Structural) with the Department of Defense, you will play a crucial role in assessing the structural condition of various facilities to determine their needs for repairs and modifications. Your expertise will be essential in analyzing and designing extensive structural alterations, ensuring that all projects meet the required standards and specifications. You will be responsible for performing quality assurance reviews of drawings, specifications, calculations, cost estimates, and studies prepared by architectural and engineering design firms. This position requires you to create comprehensive written documents, including specifications, test requirement documents, and detailed drawings for civil engineering projects. In addition to drafting and reviewing design drawings and specifications using advanced design and drafting software, you will also oversee the review of plans, designs, and construction phases to ensure that civil engineering projects remain within scope and adhere to established guidelines. Your role will involve investigating construction sites to make informed recommendations for remediation or corrective measures, as well as advising on solutions to any problems encountered during the project lifecycle. This position demands a high level of technical expertise and the ability to manage multiple projects while maintaining adherence to budget, schedule, and quality standards. To succeed in this role, you will need to demonstrate specialized experience in providing technical advice and guidance to client staff engineers, performing field investigations, and managing structural engineering facilities projects. You will also be expected to develop complex designs and analyses utilizing advanced structural engineering software, ensuring that all engineering practices comply with industry codes and standards. Your contributions will be vital in supporting active construction projects and ensuring their successful completion.

Responsibilities

  • Assess structural condition of facilities to determine needs for repairs and modifications.
  • Analyze and design extensive structural alterations.
  • Perform quality assurance review of drawings, specifications, calculations, cost estimates, and studies prepared by A/E design firms.
  • Create written documents such as specifications, test requirement documents, and drawings for civil engineering projects.
  • Complete design drawings and specifications with design and drafting software.
  • Review plans, designs, and construction phases to ensure civil engineering projects remain in scope.
  • Investigate construction to make recommendations for remediation or corrective measures.
  • Advise on solutions to problems encountered during projects.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Must obtain and maintain a current valid United States driver's license.
  • Must obtain and maintain an interim and/or final security clearance prior to entrance on duty.
  • Must complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • Covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Must complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Specialized experience equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Nice-to-haves

  • Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE).
  • Evidence of having successfully passed the Fundamentals of Engineering (FE) examination.
  • Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences.
  • Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field.
