About the position

The Civil Engineer position at Watervliet Arsenal (WVA) involves serving as an on-site technical expert for civil engineering aspects of a construction, maintenance, and repair program. The role requires performing engineering work in the preparation of civil, structural, and architectural designs, drawings, and specifications for various construction projects. These projects include alterations, renovations, additions, and rehabilitation of complex major and minor facilities such as office buildings, laboratories, manufacturing and production facilities, warehouses, and historic family housing, as well as infrastructure like roads, sidewalks, ramps, and stairs. The engineer will be responsible for designing and engineering large and complicated projects that do not have previous precedents, often involving conflicting issues between economic feasibility and management desires. This includes developing and reviewing designs, plans, specifications, and design analyses to ensure technical adequacy, compliance with government standards, and conformance with best engineering practices. The engineer will also prepare detailed design criteria for new construction and modifications to existing facilities, ensuring that all projects meet the established objectives. In addition to design responsibilities, the Civil Engineer will prepare plans and specifications for both in-house and contract projects, accumulate technical engineering data, and write specifications for facilities that support machinery and equipment. The role requires collaboration with other engineers, such as mechanical and electrical engineers, to ensure comprehensive project execution. The engineer will also be involved in preparing project cost estimates, drafting change orders, and managing project progress and contractual change orders.

Responsibilities

  • Serves as on-site technical expert for civil engineering aspects of construction, maintenance, and repair programs.
  • Performs engineering work in the preparation of civil, structural, and architectural designs, drawings, and specifications.
  • Designs complete projects including component parts for structural installations and support systems.
  • Develops and reviews designs, plans, specifications, and design analyses for technical adequacy and compliance with standards.
  • Develops detailed design criteria for new construction and modifications to existing facilities.
  • Prepares plans and specifications for in-house and contract projects.
  • Prepares preliminary plans showing size and location of buildings and other overall plans.
  • Accumulates technical engineering data and writes specifications for facilities.
  • Operates personal computer equipment to develop plans and specifications using established software systems.
  • Prepares project cost estimates, drafts change orders, and supplemental agreements as needed.
  • Collaborates with other engineers contributing data in the field of civil engineering.

Requirements

  • Broad professional knowledge of engineering theories, concepts, principles, standards, and methods in construction and civil engineering.
  • Experience with structural (concrete) and construction engineering.
  • Bachelor's degree in Civil Engineering through the Accreditation Board of Engineering and Technology (ABET).
  • Valid and active United States Driver's License.
  • Ability to obtain a Common Access Card (CAC).
  • Ability to speak, read, and write English.
  • Ability to meet physical demands associated with the job.
