About the position

The Civil Engineer position at the Department of Homeland Security serves as the on-site FEMA Mitigation representative for Region 6, specifically in the State of New Mexico. The role involves providing engineering support and training to various stakeholders, including state and local government partners, to develop effective Hazard Mitigation Grant applications and ensure compliance with FEMA guidelines.

Responsibilities

  • Assist the State of New Mexico in developing Hazard Mitigation Grant (404) project applications that are cost-effective and technically feasible.
  • Coordinate Hazard Mitigation Grant Program (404) applicant and sub-grantee meetings with the State to address and resolve application project issues.
  • Provide technical assistance and support to the State of New Mexico and local communities in the development of Benefit Cost Analysis.
  • Perform benefit cost analysis and technical feasibility reviews.
  • Organize recipient-specific training to build capability and capacity of recipients and sub-recipients.

Requirements

  • Bachelor's degree in engineering from an ABET-accredited program or equivalent education and experience.
  • One year of specialized experience equivalent to at least the IC-12 level in the Federal government.
  • Experience coordinating with staff and officials across programs to develop policies and guidance.
  • Ability to interpret engineering plans and specifications to ensure compliance with Federal guidelines.
  • Experience providing recommendations to senior leadership concerning hazard mitigation proposals.

Nice-to-haves

  • Professional registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE).
  • Experience in emergency management or disaster response.
  • Familiarity with FEMA rules, regulations, and guidance.
