About the position

The City of Johnson City is seeking a Civil Engineer II to perform intermediate to difficult professional civil engineering work in various settings including the office, field, or drafting room. This position involves supervising public works projects and executing related tasks as required. The Civil Engineer II will be responsible for applying professional engineering knowledge and skills to civil engineering projects of varying complexity. The role requires technical work in the design and preparation of plans and specifications, as well as construction inspection and maintenance of public works and utility structures. The employee will have opportunities for independent judgment in planning work and making technical decisions, with supervision provided throughout the project lifecycle. Final reviews will be conducted by a professional superior, ensuring that all projects are approved and stamped accordingly. Key responsibilities include designing and preparing cost estimates for public works and utility projects, coordinating and overseeing the technical aspects of construction projects, and evaluating investigative studies while reporting findings to supervisors. The Civil Engineer II will also develop investigative study projects in collaboration with various governmental agencies, provide technical oversight to surveyors and construction inspectors, and assist contractors and the general public with technical information related to engineering projects. The role requires making adjustments to resolve construction and material difficulties, engaging in engineering research, and assisting in the preparation of contractors' proposals and related materials. Additionally, the engineer will maintain contact with various departments and agencies for information and compliance purposes, ensuring adherence to subdivision regulations, city codes, and contract specifications to safeguard public safety and health. The position also involves reviewing building plan permit submissions and performing project management tasks as needed.

Responsibilities

Requirements

  • Graduation from a college or university with a B.S. in Civil Engineering or an accepted equivalent.
  • Possession of a valid Engineer-in-Training Certificate issued by the State Board of Registration for Professional Engineers.
  • Pursuance of P.E. licensure when qualified to complete the examination.
  • Considerable experience in the practice of civil engineering or any equivalent combination of experience and training that provides the required knowledge, skills, and abilities.
  • Thorough knowledge of principles and practices of civil engineering.
  • Thorough knowledge of methods and techniques applied to the construction and maintenance of public works.
  • Ability to prepare technical reports in connection with municipal projects.
  • Ability to exercise decision-making skills in the interest of public safety.
  • Ability to establish and maintain effective working relationships with associates, subordinates, municipal officials, and the general public.
