About the position

Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Civil Engineer. You can make a difference in the West by assisting in meeting increasing water demands while protecting the environment. This position serves as a Program Manager in the Dam Safety Office. The Program Manager is responsible for managing many projects with dynamic scopes and schedules in a complex environment with significant ambiguity and uncertainty.

Responsibilities

  • Interpreting and defining program processes and policies.
  • Managing and using resources across projects.
  • Aligning the outcome with the overall objectives of the program while managing risk and taking corrective measures.
  • Develops, monitors, and manages project plans that outline the scope, schedule, and budget of assigned projects.
  • Coordinating and communicating with other groups and offices throughout the organization such as program and project managers, engineering, finance, maintenance, permit compliance, and acquisition.
  • Managing changes to the project plans with external stakeholders, tribes, and regulatory authorities.
  • Identifying and addressing issues prior to adverse impacts to the schedule and budget.
  • Leading technical teams.
  • Advises management, senior leadership, and colleagues on engineering analysis, recommendations, study conclusions, and recommends options for next steps.
  • Advises technical teams recommending technical procedures and practices including providing leadership, mentorship, guidance, training, and advice to engineers and technicians and other internal and external stakeholders.
  • Provides technical organizational representation and collaboration on teams.
  • Remains current with agency and national standards on risk analysis and risk management for dam safety.
  • Communicates orally and in writing to build relationships, trust, and otherwise support a collaborative and continuous improvement environment.

Requirements

  • Must be a U.S. Citizen or U.S. National.
  • Must be suitable for federal employment, determined by a background investigation.
  • Must submit a resume and supporting documentation.
  • Must meet any minimum education and experience requirements.
  • Must submit transcript(s) to verify education requirements.
  • Must possess a current, valid Professional Engineer License.

Nice-to-haves

  • Experience leading teams and managing projects including developing and tracking budgets and schedules.
  • Experience inspecting, maintaining, or operating high hazard potential dams.
  • Experience in risk analysis and risk assessment.
  • Experience evaluating the structural safety of high hazard potential dams.
  • Experience communicating sensitive issues to project stakeholders.
