About the position

The City of Oxnard's Community Development Department is seeking a Civil Engineer to assist in floodplain management and review operations. This role involves providing engineering analysis, leading land development permitting processes, and ensuring compliance with applicable standards and regulations. The Civil Engineer will work closely with developers, contractors, and various city divisions to facilitate infrastructure development and address community drainage improvements and flood protection projects.

Responsibilities

  • Assist the City Engineer in floodplain management and review operations.
  • Provide floodplain management guidance related to community drainage improvements and flood mitigation projects.
  • Conduct engineering analysis and provide comments on civil engineering land development plans and reports.
  • Coordinate with developers and engineers to ensure proposed improvements meet applicable standards and specifications.
  • Lead the land development permitting process for assigned projects from start to finish.
  • Prepare permit packages, track projects through the permitting process, and issue permits.
  • Investigate field issues regarding land development construction and provide direction to City inspectors and technicians.
  • Act as a primary point of contact for residents and contractors regarding grading and land development.
  • Respond to public inquiries and resolve complaints regarding permits and city utilities.
  • Communicate with various City divisions to ensure construction conforms to their needs.

Requirements

  • Bachelor's degree in Civil Engineering or a related field.
  • Three years of directly related experience in civil engineering work.
  • Possession of a valid class C California driver's license.
  • Possession of a valid certificate of registration as a Civil Engineer issued by the California Board for Professional Engineers.
