About the position

Delta Solutions and Strategies is seeking a Civil Engineering Lead to provide program integration office support at Headquarters Air Force Global Strike Command (HQ AFGSC). This role involves overseeing complex projects related to facility systems and infrastructure supporting various military weapon systems, ensuring compliance with engineering standards and regulations.

Responsibilities

  • Organize, direct and coordinate complex projects within critical segments of major operating programs.
  • Serve as consultant and technical expert to senior subject matter specialists and agency officials.
  • Assist in planning, programming, developing requirements, and cost estimates for multi-phase projects.
  • Participate on an engineering team for planning, survey, scope development, and scheduling of projects.
  • Evaluate and advise on installation requests for new construction and renovations.
  • Support the generation of independent Government cost estimates (IGCEs).
  • Ensure adherence to federal, state, and local codes concerning health, safety, and the environment.
  • Coordinate the preparation and reviews of architect and engineer (A&E) statements of work (SOW).
  • Assist with the review of engineering plans, specifications, and cost estimates from A&E firms.
  • Work with organizational managers and budget personnel to develop and gain approval for projects.
  • Provide project management communication support for large and complex projects.
  • Monitor project progress and provide inputs to higher HQ levels on performance.
  • Assist in the inspection/surveillance of assigned projects.
  • Provide project close-out assistance and support.
  • Advise on operations and maintenance procedures for projects nearing completion.
  • Assist in project life-cycle review and post-construction reporting.

Requirements

  • Bachelor's degree in Civil Engineering or related field.
  • Professional Engineer (PE) license preferred.
  • 5+ years of experience in civil engineering or related field.
  • Experience with military construction projects is a plus.
  • Strong knowledge of federal, state, and local codes and regulations.

Nice-to-haves

  • Experience with nuclear certification conditions.
  • Familiarity with independent Government cost estimates (IGCEs).
  • Project management certification (PMP or equivalent).
